This, to me, is fundamental to proper game transparency. As much as possible such information should be available within the game client itself. But where that might be cumbersome (rounding protocols for example) it should be in a readily available and clearly labeled document post and updated by CCP via these forums.
I do not mind testing even once a game is live, what I do mind is having to go through extensive testing simply to nail down an approximation of what the current in game mechanics actually are, and then still have holes in our knowledge of what is working as intended and what is not.
Putting lots of time into a project (even a game) =/= having all that time wasted. And I'd like to minimize the latter, for everyone, as much as possible.

Many have suggested that nerfing CalScout precision will solve the MinScout problem. Perhaps this is the only way, but we should at least explore other options. Reason being, nerfing CalScout Precision (1) represents a direct buff to the GalScout and (2) risks more CalScout foregoing recon in favor of HP Tanking.
Question: What possibilities exist wherein we might aid the MinScout without nerfing CalScout?
A) Swap MinScout High Slot for Low Slot (2/4 vs 3/3) B) Buff NK Damage by 25%; change MinScout racial bonus to +% efficacy of Damps C) Alter MinScout's base Scan Profile statistic D) Change all Scout Bonuses to +% efficacy of Damps E) Change all Scout Bonuses or -% Scan Profile

@ Haerr / Mathppia Assuming a CalScout precision nerf is the only tenable option, what would be the optimal CalScout Racial Bonus %? How would that new % translate in terms of GalScout evasion?
PS: o/ Patrick! My preferred options would be D or E (Also, I have no experience with Min Scouts) I also think an improvement to the Minmatar's speed would be helpful, perhaps an increase to the efficiency of Kincats or an increased base speed.

Its just really sad when it's been 13 months of people wanted faster scout speed. or kincat bonus. as long as it's Uprising speed is already capped out on where it is. Without a client update they won't be improving the game to the point when 11m/s doesn't break the game. We all want Scouts to have a meaningful difference in speed between scouts and medium frames.

Kk. So your and Broker's ideas are similar ... CalScout: Scans are strong but short range. GalScout: Scans are weaker but long range (Broker's idea for Amarr).

I don't mind repeating myself, but my thoughts with dampening are kind of in line with Appia's thoughts on speed (to which I also agree).
I think this disparity is a symptom of an overall scanning/dampening mechanic in Chromosome, and we will end up just fixing one race to break another, to fix that to break another etc.
IF I were going to make a suggestion it would be D. I think that dampening should be a scout thing, not a gal scout thing (maybe give them range, and give Amarr some armor bonus or something and make them a lighter stealthier assault).
IF I were going to nerf the Cal, I would simply take away passive scan sharing. I don't mind having a Cal scout pick me up on radar if he gimped his suit to do it, I just don't like that all his squad mates got the privilege without the sacrifice.
And I say that having ran into one of those bastards (lower case b, definitely not capital) that had his way with me. So long as it doesn't become terribly common, I feel that given time I could find a way to combat it. Just not all his buddies at the same time.
