Probably not until they actually fix vehicles.
So maybe never.

I was actually in a match where a dude had what i was calling the wonder woman LAV. The LAV itself and turret were invisible, but the occupants were not. It actually made shooting the enemy pilot out of it all that much easier. Then another guy and I hacked it and went for the most hilarious joy ride ever until a tank rammed us.

Was looking into my new 2nd suit since they arent giving a respec (could do something with my scanner and repair tool etc)
How in the bleep bleep does a Cal Logi go from 3/2 to 5/4 and worse a Gal Logi go from 2/3/3 to 3/5/4 - How does that past any sort of first glance???
Was going to skill into Gal Logi thinking it was 2/4 at Adv - They really need to drop Logi slots or switch them with Assaults. Another mystery how that maybe done at a later date enraging players who skill into that suit.
Will park my excess Dropsuit Command refund for the time being.

Figure you guys would know more about dampening than I do, so I'm coming here.
If I'm making a fit and it has a profile signature of 35.69 dB, do I still avoid advanced scanners or does it round up to 36 and thus I get scanned by advanced scanners?

Area of some debate still In my experience you need below 35.5 to not round up I mean this is using 2 enhanced dampeners even though I have level 5 dampening, and I can exchange one of them for a complex dampener and still be able to fit it. So literally this is a matter of saving 1k ISK per suit. I suppose I just shouldn't be so cheap

There's enough hearsay that anything above 35.5 will round up to not chance it.

You should be fine with your Gal scout. I plan on having a fit with the basic cloak for matches that have Duvolle Focused scanners.
Today I used the SP rewards to get this character to a level 5 Gal scout. However, after deep reflection I've decided to switch to the Caldari scout in 1.8. With the anticipated surge of new scouts, I expect few will use dampeners or have level 5 damp skill.
I'll be using a complex precision enhancer, so fewer scouts will be able to sneak up on me. Will use 2 complex prec enhancers to hunt most Gal scouts, which should be the most popular scout. Thanks Haerr for your awesome Scanning Table.
Still deciding whether to keep my Nos Nothi character as a L4 Min scout or switch to a proto Gal scout.

Ah... going Caldari? I will be taking the opposite route and maxxing out the sensor fits for most of my G-Spook suits. Complex damp and whatever range mod I can fit in the low with a green jar. High will be best precision money can buy.
Hunting scout newb's and wannabe EZ converts will be so, so easy... I see so many of 'em with my passive scanning now and my precision is only 36 and change on my dragonfly. They are 'practicing' now I guess... but, what are they practicing? Dying? Even with no skills you should at least throw some dampeners on there...

I use the crap for so long that I either get bored before ever getting to the good stuff and leave the game, or it gets nerfed and becomes the crap. Never even got to roll around with my Viziams.... still got a week, I guess. I want my SP back. SMG, ScP, and Shotgun nerf were really unneeded imo. If you want to get all conspiracy theory and put on a tin foil hat you could say it is CCP nudging people towards the new weapons. So your SP is sunk into more areas making you more commited to the game and making it more grindy so you have a higher likelyhood of spending money on AUR for booster. All part of the master plan... bwhahahahahahahahahahaha? Good idea about not using the Cloak for a bit. EDIT: Also, how does adding new weapons and changing the way weapons work NOT deserve a respec for weapons? It doesn't make sense... Scrambler pistol nerf?

So with the 3 million I got yesterday, I dumped it in Dropsuit command. I now have 13.4 M SP in Dropsuit command. That will be enough for 4 proto suits, a cloak, and a little left over. On next Tuesday I will have Cal-Scout, Gal-Scout, Gal-Logi, and Min-Scout all at level 5 and Cal-Commando at level 4. To which I will have Cal-Commando lvl 5 by next Thursday, and start skill'ing into Cal-Sentinel. Muhuwahaha!

I think I'm only gonna go ADV cloak. I could use the extra 5 PG on my fit, and I think the lower time to activate (15s from empty) will help me as a Minja. I would much rather have a short cloak duration and faster regen than the 80s long monster with 20s from empty.
Min Scout, and I will have ALL of my passives where they need to be after 1.8 drops.
CPU V PG V Upgrades V Biotics V Damp V Hack V Shields V Armor V Cloak III Range III Precision III Kincat V Stam and Mybo III
I should have almost 13mil SP in my passives when I'm done. With 1 proto suit and 10mil in weapons

I am super tempted to spec into my beloved Gallente SECOND. After kicking the crap out of as many people as I can in a damn Amarr scout suit.
I also have a significant investment in weapon skills... not as much as Ghost's 10M, but maybe 7. Enough to realize I will never fully spec out a weapon again, ever.
Thanks CCP. For screwing me with the change to proficiency and with nerfing the holy hell pistol p!ss out of my scrambler pistol.

I actually enjoy my versatility.
Here is my list of weaponry (From most SP to least)
Combat Rifle and SMG : Proto and to lvl 3 in All skills except Optim
Flaylock and NK : Proto and to Lvl 2 proficiency (Flaylock has reload 3)
Shotgun : Proto and Pro 1
Sniper : Proto and Pro 1
AR: Op IV and Sharp III ScP: Op IV Mass: Op IV
RR: Op III ScR: Op III Swarm: Op III
Laser: Op I Cannon: Op I
All weapons I have Proto'd can be easily used on a scout. All of them. I don't regret those at all. The other Racial Rifles to III gives me some versatility if I need it (The range of the RR or the shield shredding power of the ScR). Mass I got to IV because Winmatar. ScP I got to IV because I was told the Assault ScP was amazing (and it is). Swarms were there for limited AV capabilities before the nerf bat.
Cannon is the best 12k SP I've ever spent. SOOOO much fun with the cannon.
Overall, I don't feel like its "Wasted". I have options. So I make a LOT of fits that utilize these options. Not much use in PC per se, but in pubs, the versatility is amazing.

I may borrow a page from this book, sir. I wish I had another rifle, the shotgun, knives and perhaps the flaylock all to prof II. And I'd probably still have SP left over if I hadn't spent it all getting every ScP skill to Level V. Damn that OCD!!
