And this is why I always take a cardiac and may actually use a proto now from time to time because of the additional low.
Not that I jump in combat but crossing a field to then have to jump boxes. Running into the hills and faced by terrain when being shot at. Running into an enemy after sprinting for a while.
All times when you will need more stamina.

Sure you could troll some objectives but not really efficient use of a suit. This is what we will get if anyone with an equipment slot can use a cloak. Its meant to be difficult no impossible.

That Amarr setup is slow and has one weapon and nothing else going for it.
A scout with stamina and kincats that can sprint and get under way more scanners and can do infinitely more in 30 seconds.

But seriously, I am constantly amazed how many Medium Frame suits just let me sneak up behind them. I have been having a surprising amount of success flanking and sneaking behind enemy lines in my Dren Sentinel with one Kinetic Catalyser.
I also wanted to comment in here that since the HMG fix Scouts seem to be back in their rightful place as the counter to heavies. With the HMG working properly Scouts with their greater speed and smaller hit box are a lot harder to hit than medium frame suits. Killing an Assault suit fills me with satisfaction, killing a scout fills me with relief. You guys scare me.
You do know that passive scanning is rubbish.
Just thankful I will be getting a further bump in radius to hopefully catch a few more people I should easily see - But the best method is still manual scanning ie head on a swivel and good eye sight.

CardRegs: I use cardregs on my BPO and Advanced Uplink, AV and Sniper loadouts. Also run an enhanced cardreg with 2 complex kincats on a Proto knifing loadout. Stamina is Huge. Green pills give you more of it. I use them regularly.
Quite possibly the only reason I will be breaking out my Republic Proto scout much more than running just basics and advanced suits in 1.8.
I cant wait to run 10 plus with the stamina.
Still not sure if I will go back to Lv 5 Cardiac Reg if we get a repec. What I wanted most (the stamina regen) we got doubled and NK Scout's view might be more appealing with that and the increase in CPU/PG.

When I was in a thread with Hans I pleaded that CPM should stress a slight increase in TTK and he agreed that was his goal.
If they do this reduction plus increase survivability of all suits (except Logis and Min Assault) then they may push things too far in the other direction. Proto and sentinels will become even more beastly.
I also think aim assist, net code and terrain traversal play into TTK so much more than the raw damage. When the game works right and you are moving fine and can hear your surrounding and see enemies you usually can have decent firefights. A little bit of lag or the sound drops and people dont appear on your tac net and its a crapshoot. I also told him that.

Master Smurf, you seriously think and additional 0.64 seconds is overkill? On a maxed HP suit that gained an extra complex shield extender? Or did you just see a value and think that it sounded high?
Why are you looking at it from killing scouts point of view even though your Scout suit is getting a built in rep, mine has the ability to add more shield and/or armour with the added slot plus increased CPU/PG.
Most of the Assaults are rumored to be getting additional tank, sentinels are getting tank. Then when you are not in the optimal of the rifle you will be doing even less damage.
At the moment I run a CR in a basic suit with no damage mod and an advanced suit with a CR and an enhanced dmg mod and I can tell the difference. When you add in the fact that a little lag or whatever happens when you are running sluggishly and even easy kills can become more difficult because the opponent seems to have on a hardener... You go ahead and drop 20 %
If 15% makes a difference and everyone extols the benefit of getting proficiency why wouldnt a 20% drop make a difference?
Isnt this what we dont want CCP doing - changing multiple variables to solve a problem that may need slight adjustment?

Surprised that the difference in precision is so small with the calscout skill bonus though - thought it would be like an innate passive focused duvolle! Because our base scan precision is still 45 after 1.8, a 25% reduction won't get it that low. Thats really stupid and should be addressed. The most a Lv5 Cal scout should need is a complex PE.

MD's ruled when hit detection and aim assist werent king.
Any good rifleman will still pick off an MD even if they have more shots.
The only way that wont be so is id they tune down the rifles too much which will just lead to a buff or a re-nerf of the MD and whatever else they buffed.

Doesnt the Magsec have a charge time and wont fire as fast (not sure, didnt check numbers) as the SMG?
If Rifles are getting nerfed then SMG's have to as well as HMG's but they might let that one stay for at least another few months. - If CCP doesnt then they will just confirm what many believe about their game design and balance skills.

@Appia - I think he wants them buffed so they are deadly in their range / scenario and not just seen as secondary weapons. - So an SMG under 30m would be just as good or better than the rifle.
If they are supposed to be lesser in every way then we should reduce the skill multiplier on them. And if they are really supposed to be lesser why make the MagSec or Bolt with those stats

I went 4/12 and 6/11 - Then the following games felt like normal and using the same suit I went my normal 1.5 , 1.75, 3.0, 1.15 KDR games

hehe - I just find it funny you would put in a petition given how the thread shifted. I didnt agree when the thread was moved but it was - and it devolved.
I understand your point and thats fine. I would prefer a more streamlined thread going forward as we have Nos Nothi anyhow but that is just my opinion - no need for panties in bunches and the like. I still think though that any scout style bonuses should only go to that class and not be extended to the basic (as some have argued for) because when Pilot and any others come along there has to be a differentiation made.

this last week has been particularly annoying I guess with the comms messed up possibly due to DDoS attack and the lag over the weekend
but I have also noticed it amongst the people I play with, some of them haven't even been on for more then a week and these are the guys that were playing daily
we are tending to back out of maps that we don't like
any ideas on how to make it entertaining for 3 or 4 weeks till 1.8 drops
The last two weeks I havent been playing as much and didnt even login daily to get my bonus or cap - This is something I had been doing for sometime. With the XBone bundle and Titan Fall next week I may jump in sooner than expected.
This weekend I did garbage collection - built suits with weapons and modules I dont use and burned through them. Tanked my KDR a bit but made my inventory look a bit better in my eyes
Two more weeks seems along way with only the hope of a respec and cloak. I am hoping for some other stuff like gifting of items or maybe some type PvE shortly after 1.8 or I'm not sure I can stay entertained.

I thought so with the last SP event and its looking even more so now.
I still would prefer a respec as you can always jettison some SP but more on principle especially if we are getting all the suits, there should be one then no matter what.
I had my plan to scale back my weapons and max out my scout skills but the damage profile changes has me contemplating keeping them and even picking up the ScP which I havent used since beta.

All because they didnt want to make the cloak a built in device. - The Cloak skill could have been placed as a 4x 6x or 8x skill to either increase duration or reduce cooldown.
That would have allowed them to keep 1 equipment slot and provided a smaller buff to CPU/PG

Assaults are being pushed to used better weaponry and should be able to be deadlier.
The ROF bonus would have worked too (for rifles and unbeknownst shotgun users) but that was shot down.
Easiest solution is to swap the module slots for assaults and logis as we know highs and lows make all the difference. - They also should have the higher shield / armor regen rates or delays so eg. - give Gal assault the +3 and Cal assault the 50 HP or 3 second depleted delay

Appia and Bayeth just pointed the issues with passive scan so learn how to work around them until they can be fixed. Its still a better option for a scout as it costs nothing and frees up an equipment slot.
- Unless of course you are running that role for your squad where you scan for them and then flank once they engage.

30s is good in certain situations. Nowhere enough time on big maps. When you are hiding from a squad, and you are ticking down from 30s or less.. it is not much time. You severely contract it's tactical advantages and make it useful for one or two situations versus the broad range of situations the ADV/PRO cloak is useful for now. The 30s timer is what makes the basic cloak garbage.
I understand this but it would force people to sneak into situations and then use cloak more tactically.
At the moment you can can use it like a switch as long as you are above 50% and the recharge is really fast. It charges nearly as fast as a minnie's stamina. It compounds many issues people are having.
Anyway - just my opinion and no need to carry on - enough cloak talk around the place.

Gallente Scout has too many advantages. We knew this from the time 1.8 changes were posted but many (well I for one) didnt want to campaign too loudly against it because all scouts were getting love.
Its bonuses plus the built in rep and the fact it has 3 lows from the start and 4 overall are really too much.
I think the Calscout is far more balanced because the range bonus supplements the issue of only having 2 lows and if you want to maximise your niche you still have to take 2 highs to do so.
I invite pro Gallente to show me the other side of the argument because all I can come up with right now is a terribly skewed situation.
Many here said they would advocate for changes if they thought we became too powerful. I wait (at least till the assault fix) to see if this will be so.

Its range ability alone makes it great for any situation as it can dictate more often than not how it can attack, then you couple its dampened state and thats even a bigger plus, not just CQC.
The Speed capability can be covered in a Gal suit if the user chooses as those are low slots. Min have the stamina regen but because of PG diffiulty its not easy to maximise the speed differential.
What are the Min Stats for using rifles - high slots? Complex damage mods were hit hard while not changing their fit cost which once again place the lower PG suits in a bad spot.
Hack bonus is great but I could argue that it needs to be because a Min Scout doesnt have range or precision to see the Gal lurking.
Personally I think the Gal Scout is the best, I only really see pluses. I have no issue with the Gal having the best Scout but I think its a bit too far ahead of the others. - Maybe changes to armor and other tweaks will alter that, who knows how CCP plans to attack any of this.

Yes - if your Min Scout is running just dampening or range and energizers you can do so. You cant maximise your speed advantage though. - If you want speed or cloak or non minnie weapons you run into trouble if you use shields.

Minnies - you dont really need level 5 CPU, maybe not even Level 4 as so many things you may have already skilled into may already be reducing CPU - Level 5 Engineering and you still will be looking for a few more PG.
Apologies to Gav1pro (sp) because he highlighted alot of this. I thought he was just being whiny because pre 1.8 I could fit stuff pretty decent and 1.8 only brought buffs. Adding a second kin cat which seemed the plausible move given the stamina regen is really problematic. Cloak, shields and certain PG heavy weapons also become restrictive.
And people want to nerf CR more - poor minnie suits.

I don't find energizers worth the CPU to fit on a scout. Better off with more buffer. Secondly, scouts have a pretty high recharge rate, most of the time refilling 1/2 to 1/4 each pulse. Filling it another 10hp/s isn't worth it IMO. Stacking two energizers (if you can even fit them) might be nice if you could couple with regulators, but then again, you are likely to just instantly die and never take advantage of recharge. Your so called pressing issues have been here for many months and havent even been officially addressed. They also are just as important as the people screaming they cant see the cloak and cloaked tanked scouts are raping them.
Now I dont want to get rid of the cloak and I dont have an issue with it being the scout bonus. I would like to adjust some things to balance it so a player still has to actually apply themselves somewhat to be successful when they use it. I would hope for the same with HMG's and Tanks etc.
I also think that some of the issues arent only cloak, its the two dominant scouts turning over the apple cart.

@ Mollerz - I couldnt seriously get behind taking away two module slots after we just fought to get the increase.
If Assaults get another slot (doubt it) there is no reason for us to change and if they stay at 7 then we could possibly go back down to 5.
There are other ways to "nerf" us too - Cloak changes, armor plate changes (fitting costs and increase of speed penalty), removal of some of our range bonus and cal - gal range bonus (giving them a different one) etc.
All that stuff could make us fit out like really weak assaults or scouts with paper thin hp
And yes, discussion shifted again - its not just pre-fanfest, the game is very stale for anyone that has a significant amount of SP.
Content is limited, even though we have a fair amount of weapons map design and balance dictate using very few.
FW has deteriorated because games can take long to queue and no orbitals occur because EVE players arent interested and the only thing Dust players see is x planet in y% controlled space.
All Mercs look alike
All modes are basically the same
Levelling some skills dont make any in-game difference
FanFest is going to have to show some real game changing things or the next update will come out, we will flock to it for a week or so and then it will be nerf buff and off topic, rinse repeat.

Where is the PS4 in all of this? Are they scared of consoles now? Developing on PS4 should be almost as easy as for PC and you wont lose that market you were trying to capture?

And that "perfect it" makes more sense to me for what they would bring down to PS3 - Anything they can do on PC they should be able to do on PS4. On high end PC's you just can do some things easier.
If they really are going to screw over people that have poured money (not me but some who have really supported it) into this game that is really poor. Maybe offer a transfer option for players who pay a subscription fee (or one time fee say $45) and any persons choosing free to pay have to start over.

When you develop for a console your power envelope is fixed so you have to constantly learn new tricks to do more with the same resources. You have to do that or wait for updates in the engine to give you some of these capabilities.
Bungie, Turn 10, Bioware, Naughty Dog etc do this daily.
CCP struggled with this and have decided to go back to the easier domain where they call all the shots. - Now why they waited so long to make a decision when others here have begged them to move(PS4 or PC) falls squarely on the leadership of the company. Why they hid the development and blatantly led their customers on is unconscionable
Given what they have shown ability-wise, I have to say this is the better move. I say this as someone who doesnt have a gaming PC or plays EVE. Stick to what you do best, especially if you arent going to work with a company that can lend you FPS and console experience.
For the people that want to continue - invest in a solid PC and dont believe anything this company says. Dont donate to support them if you are holding out hope they will deliver. Make them deliver first and then purchase the stuff that you want or enjoy.

Was on last night and every other public game was a tank spank though as a scout you can flank and pick off some of the guys.
I cant believe CCP let the stupid Ambush spawn mechanic stay the same this long. That would cause any new player to drop this game and never look back.
I played strictly objective based games until DustDoomDay and now I play either to speed up my match seek time. - Its incredibly stupid to allow a spawn kill fest to continue in the same spot....and when the button says SMART DEPLOY...

Precision wasnt set to be nerfed. If it is then its a bug.
Many of the changes were made on suggestions by the vocal minority - that is how this stuff works. - There was discussion and I think the main thinking was Caldari should have to move more to maintain that great passive scan and if they want more they have to give up dampening / armor.
It was also said Gal should be range with less precision and cal should be precision with less range.
It was also discussed that both Cal and Gal should lose range entirely but settled on 3% and 1% per level.

I really don't think there is much between assaults and other suits. The changes don't need to be drastic.
Edit: apart from Amarr assaults, having a slot less just doesn't work, even with the extra pg/CPU.
The elephant in the room is that people dont do versatility with the extra slots - they tank.
If we had a system where the suits had the same or similar slots but some were designated tank/gank and others designated ewar then it may be ok.

I would swap between all three frames in chrome and it was very frustrating to swap. Thats the only issue I see with changing the speed caps. Its really difficult to relearn how to aim. Go from 100 sensitivity down to 20 in a single game and notice how difficult it gets. Having a single frame turn slower like a heavy probably wouldnt be too bad as long as dispersion was increased on the HMG. ITs still way too accurate. You don't need fine aiming if you have an HMG with decent dispersion as well as slow turn speed. You don't need to be accurate, aka have fine turning like you would with a rifle. Would make heavys utilize their own weapons more as well. Could be beneficial overall.
But that is correct - they should be different because they are different suits you are occupying.
And the only reason it was changed was for the competitive nature while dropping the immersion of the role playing universe

For the record, I very much like Borimir's idea for a dampening bonus to cloak. But if you guys want that bonus, you're going to have give up Knives or Hacks and then sell it to Musturd and Moody. And you're going to have to act fast (so we can pitch to Rattati before Charlie).
A dampening bonus on cloak seems fine if we are going to get the speed increase as well. Similarly if the codebreakers are moved to high slot and the PG is normalized for the suit we should be able to give up the hack bonus (keeping the current innate one) so we could use a suit with multiple kincats and codebreakers.
With all due respect to the knife icons - keeping a bonus for less than 5 people is well......
I always proposed it should be an assassin bonus but that may have to wait for Legion

As of right now the Cal has regen, tank, and ewar. That's why it's a near perfect suit it's got the trifecta. I'd give the Minmatar the Caldari's deplete/recharge and recharge rate.
Though the problem of low EHP and terrible regen is honestly a problem on all the Min suits.
I think Minmatar are supposed to use rechargers/energizers hence the sky high CPU
The fact that Caldari still have higher regen (plus more high slots) though doesnt separate Minmatar in this aspect.

Maybe all suits should be the same and the only thing you level are skills

Appia is correct - when you are getting hit it doesnt matter how much shield regeneration you have because it aint kicking in.
Its the main reason I would have wanted some speed bonus to the Minnie so you cant actually escape long enough so if you use energizers / rechargers you can get the quick rep.
Caldari already have ranged weaponry and regen so regardless if they play at range or mix it up they are better off stacking extenders

I think light frames should get the higher % penalty, then assaults a penalty so Heavies are most efficient at carrying armor. - These would be added to the established plate penalties correct?
I dont see strafe acc being an issue if it it out right strafing. The issue is jig in a spot which really shouldnt be in the game or if it is then weapon accuracy should be really poor.
Backpedal must be decreased or shotgun range would have to be increased and nova knifes would need a greater range in which contact occurs so a slight shimmy and backpedal wouldnt get the opponent out of the danger zone.

Doubt the game is going to be huge (world traversal wise) but the point will be playing for gear and weapons so strike missions and pvp will probably most of your time with them occasionally adding more story content.
From their dev blogs though, content generation should be a quick turnaround so I guess most people will want to find their favourite type of weapon and gear and rank it up until they find a better type of that similar weapon to do the cycle again.
I just hope they change the bullet sponge enemies and make the pvp arenas better.

I get that but unless they allow more cities to traverse then its not going to be that good.
Hopefully the areas are larger in the final game but clearing out an area only for enemies to magically reappear is really lame and ancient game design. That made me really sad to see.
I did like the spaceship dropping off more enemies, that is better. Maybe there will be stronghold areas where you need to avoid or just scout out etc.

The ScR if used accurately in a spam or correctly with charged shots can kill quickly and you use hardly any ammo.
A long time ago I said a reduction in ammo and changing the damage of uncharged shots (with an increase in the multiplier to keep charge damage the same) should be done. I think because the weapon wasnt being used that much most people didnt see it as an issue.
On the shotgun front - not sure, they really arent a problem once you assess the situation. In a group or if someone gets a drop on you, sure its a rap but that is ho it should be. A shotgun blast at close range should be really efficient imo.
One of my gripes with this game is that it is sometimes very difficult to recognize the weaponry of an enemy, at least for me. Dont know if its rendering, sound glitches, a combination of both or my eyesight

Snipers should kill effectively. Redline must go (or at the very least be a great distance away from objectives so Snipers cant safely camp)
All structures should have a manual way to ascend them (thats is for Legion)
Just use common sense and get it done CCP
Edit: The only reason I get peeved after getting dropped by a sniper is realizing I cant hunt him without losing another suit.

You hit level 20 really quick and some stuff opens up even before then. - I have played about 3-4 days putting in alot of time yesterday and I am at 20. I havent even finished Venus yet.
I played a lv 18 strike (when I was at 15) with a friend and a fair amount of PvP and I am at 21 with Rare and one legendary piece of gear.
The game is less than a week old and the worse feeling would be like certain RPG's where you finish the story and then you can roam the world but it has no appeal because everything is done.
It was kind of a bummer to have to wait on Bladedancer and the fact that you cant choose your path until you systematically unlock options but I am moving through that subclass smoothly though the invisibility options are still farther down the line.

The pirate minja should be a thing, IMHO, and with the still poor fitting capabilities of the suit, the huge PG costs of the flay lock will castrate the build's viability before it could even come out. It needs PG though, that is a requirement of any balance pass we make, to stop with the zero PG/CPU. It's too messy. The "it's a Minmatar Weapon so needs low PG" is also very hard to balance, since any race can use it. But I hear you, we can maybe tone it down.
I hate to point this out but that was CCP methodology and if you designed suits and weapons to marry with certain suits then it should follow through somewhat. If it doesnt then we have issues where certain races cant use their own weaponry without gimping themselves and others being more proficient with non native weaponry.... extremely poor design.
I agree the 0 PG was poor execution because any race can use any weapon but going to the other extreme is just as misguided. It should be low PG (would prefer 0, 2, 4) and high CPU (say maybe another 10-20 CPU) as Gav said.
