While you are correct that a change to the rifle occurred, it was hardly one that suddenly broke the weapon, compared to the generalized "buff" that most weapons received when hit detection was improved. |

I was rolling with a Squad of good players recently, in a skirmish match. We were in the Orbital Artillery outpost. Part way through the match we realized that it was basically us vs one Shotgun Scout. The rest of the apposing team seemed to be just there to pad our kill scores. Most of our deaths came from this one Scout. I really wish I had noted his name, because he had mad skills. If his team had been worth anything, he would have been devastating. As it was I felt bad for him, because as good as he was he could not make up for the ineptitude of the rest of his team. But he still got a KDR of at least 2 despite the odds being stacked against him.
I remember finding him twice crouched down in a corner behind crates and thinking that if I had been at all distracted I would have walked right past him.
As underpowered as Scouts are, a good Scout is still very impressive. |

All that to say - correlation =/= causation. People cried over the Flaylock because it was actually broken. CCP fixed the Flaylock because it was broken, not because people cried. With all due respect, the above sets of statements are incompatible.
The first set of statements -- which contradict our observations -- stipulates that any observed "change" in the ScR's in-game performance is resultant of people's fits have changed, the popularity of the ScR having changed, QQ levels having changed. But in reality -- I quote -- "it has not actually changed or gained any power."
The second set of statements -- which I think more accurately describe our observations -- stipulates that hit detection changes in 1.6 quickened the ScR's TTK, alongside other weapons like the AR, SMG, ScP. |

A good way to look at it is how fast you can kill a tanked out heavy now compared to a few months ago. The hit detection has moved from working hard on killing that 1400 plus suit for ten seconds to 3 second sustained fire. We last maybe a second if we are lucky.

I have taken out a (bad) heavy, multiple times now, in sneaky frontal engagement. What it takes is:
1. really good passive radar range, so you can see exactly which direction he is facing 2. a good weapon (eg: tt3 pistol) 3. a suitable bit of double-sided, yet somewhat narrow cover (ie: a cru, the long way... Or, depending on how wide your scan is, something considerably longer. yet ideally still narrow in one sense. You need to be able to keep the pressure on him, to avoid letting his shields regen back!) CRUs are actually LESS than ideal to me, because of the odd shape. I think a turret worked for me.
And of course, #4: some kind of enclosed or remote location where his buddies cant help him out!
So, how to win? First, make the determination that you're going to plink him to death. No "keep firing until I win" mentality.
Next, start on opposite side of the cover. You can see what side he's facing, so.. peek around the other side, of course! Ideally, aim for the head. if you get lucky, great! Otherwise, presume you arent going to finish him off right now. Depending on your trigger speed and/or weapon speed, squeeze off 3-6 quick shots, and get back into cover. Note: you need to *JUST BARELY* peek around the cover, so that you can sidestep back into it, very very quickly.
Okay, now he's directly facing you! So.. sprint around the other side a little, until you can just baarely see him... and squeeze of another few shots. then duck back into cover. Repeat until he's dead, switching sides, but keeping a close eye on your radar to notice exactly WHICH way he is facing. Sometimes they get a clue, and face the "next" side you'll be coming from. At which point, you of course repeat the side you just attacked him from :D
Things to watch out for:
DONT GET GREEDY! Some heavies can turn around relatively quickly! So dont presume you can just run around the other side and shoot him until he's dead (unless you are a phenomenally good shot under pressure!) you can get away with that sort of thinking with medium suits, because youy can take them out quickly. however, with a pistol, it's going to take a bit more work.
And of course, beware a heavy with grenades still in his bag.

Implication: CCP has dismissed your concerns about the ScR as unsubstantiated QQ.

Implication: CCP is aware of the TTK issues, specifically as it relates to the ScR and other high RoF weapons (excluding the HMG).
Following Uprising 1.3, if I recall correctly, you wrote an article about "projectile weapon" performance improvements on your blog. This improvement we Scouts had labeled (incorrectly, I know) as an "AR Buff", as it improved the AR's odds of insta-gibbing us without having changed the weapon's base properties. Sure, other weapons may have been affected, but not affected by the same degree. Not even close. More recently, following Uprising 1.6, a similar phenomena was observed as it relates to ScRs and aScRs. While these weapons were not technically "buffed" on paper, they absolutely changed in that they acquired the ability to insta-gib a Scout whereas before they could not. When a weapon's in-game performance changes, "balance" is absolutely affected, whether or not that weapon's base properties were changed. If weapons were balanced in 1.0, and mechanical changes to follow affected some weapons more than others, then we have created a state of weapon "imbalance" by very definition. If we set out to impact weapon performance (through mechanical tweaks) each and every build, then shouldn't QA be prepared to tweak weapon properties up/down accordingly? How is it that we are seven builds in -- having undergone numerous mechanical tweaks -- without any significant adjustments? If we fly this craft uncalibrated, what can we hope to collect when checking our gauges?

It's a few months old, got Adv reds and greens And indeed stealth is important, I run dark on this account, if it weren't for the 15db and installations I would never be a blip But the direction I took with the Minja is very different, and surprisingly working well. (having made half as many kills as my main already) Pirate Ninja for killing Scanners are an issue, but I am working on that without sacrificing the current style.

These are all questions that CCP Wolfman or Remnant would have to answer, not me. I don't actually know why TTK wasn't adjusted in conjunction with the hit detection improvements, all I know is that Wolfman has said "we're looking into it". That's literally all I know, and all he's shared with the CPM.
The lack of incremental, iterative balance work frustrates me deeply as well. I wish I had an answer as to why its not taking place, but I don't. All we know at any given time is what the devs are currently working on (in this case, new weapons and vehicles.) |
