Got my ADV scout suit and ADV shotgun today. \o/
Getting varied results. The unreliability of the shotgun gets me killed a lot. Definitely a lot of fun and is a great break from the assault suit and mass driver. It's weird running into packs of reds to throw a remote and them being none the wiser. |

I've been noticing a weird melee bug with my shotgun since the patch. I posted about it here. Just wondering if anyone else is experiencing it.
Also, I guess it's time to start working towards my racial level 5. These scanners are ruining my day. |

That's 3 prototype gears I've spent a very long time acquiring made near worthless by this update or buggs that have been around for a month pluse, what's next they lower our cpu?
I know the feels. I really miss my REs a lot. I just don't trust squadmates to run a scanner immediately after it's cool down to keep me alive. |

I also want to say that scouting sucks EXCEPT when you are with another squad of scouts having fun or when you duel with an enemy scout!!! Keep those vids coming cyrius. Waiting on better dayss
@niuvo Now, I don't put on my scout suit unless there's another one in squad to be honest. I'm still skilling further into my scout role. Regardless of its varying effectiveness, it is the most fun/frustrating/funny role to play. Also, shotgun footage is way more fun to watch, and the scout community is the best part of the community in my opinion.
@shotty I think your commentary is pretty spot on for anyone in a scout suit. As for the fun, when we manage to get all the directors (big e, dolph, micnuts, darth, and myself) on we have a pretty good time and good laughs. We're a small group ATM but we mesh well at this point.
For anyone else who was curious about my weird melee then shotgun glitch I've been getting you can see it happen on that Cal Logi @ 2:02 and on the Min Assault @ 2:26. I managed to get it again on my assault suit @ 8:29. |

Also, it is totally frustrating when neither your P. scan or narrow-ass cone vision detect an enemy and he shoots you down in 3 sec. You can't run for cover, because it's too easy to track you. There I am thinking there is no one around, and then what...I'm getting shot? from where? Again I think cloaking should help us traverse the map WAY better.

Shotty GoBang wrote:BARDAS wrote: Shotguns on the other hand feel more fluid to me. Could just be imagining it though as it is very subtle.
I've noticed slight improvements to the Shotgun; fairly certain it isn't my imagination. Interested to hear if you guys have similar observations ... Stationary targets seem to take damage more reliably than before. Backpedaling or distanced targets seem to take damage at slightly longer range ... not much damage, but enough to finish an HP-critical target. Also, I suspect I'm landing shots on "bunny hoppers" more frequently than before, though I haven't encountered it enough to say with certainty. I'm still having problems hitting medium-frame "super" strafers at 3-10 meters. Always seem to land the first shot, but whiff every shot to follow once they start their little hipfire jig.
Pretty much my observation. My shots were connecting but if latency was a problem there was a much noticeable delay. Shots on target ALWAYS connected but sometimes connected w a delay. That I'm just chalking up to latency.
Now, for the KB/M ADADADAD super strafers. A lot of people say there is no difference in strafing, as I've used both over the last few builds this is entirely not true. ADADAD spam may not put you in a linear direction faster but will allow people to change directions faster than flipping your thumb. With this super jig it definitely seems to break hit detection like the speed tanked suits of pre-1.4. Very very very annoying with heavies that you know you should have taken down.
I've gotten so used to just putting the SG away for the rest of the match after running into one of these that I generally don't try a second time. I just switch to SMG and pistol. However I also run into the problem of these shots not connecting at first either. Both the SMG and Pistol will also give hit indicators and no damage for the first part of clips but you at least have more distance and ammo in a clip with these.
Overall the SG has gotten better from my observations but we're still suffering from a few minor problems now. This is very good in my opinion as there are even less bugs to iron out, thus less situations that we can get mad that we get robbed of kills. Now when I die I can chalk it up to getting out played, a bad decision on my part, or me just totally wiffing my shots. |

Yes, it would be cool to have two equipment slots again but just remember that it's not going to be just like we are with an extra equipment slot; we will have to sacrifice something pretty significant for it.

Probably a 'bit further. Sharpshooter adds quite a 'bit of reach to the SMG. In my opinion, all high RoF weapons (excluding the HMG) should have Aim Assist dialed back a 'bit. Gun Game doesn't matter otherwise. On a side note, I'm running a pistol today. Only at Operation II, so I haven't unlocked the goodies yet, but ... HOLY COW THIS THING IS AWESOME!
It fits better with shotgun fits as well. The TTK with the pistol is very fast giving the enemy less chance to try to kill you. Headshots are insane. Sometimes when I'm running my shotgun I completely forget I actually have the shotgun and just mow people down with my TT-3.
The small clip really forces you to engage and run away in an incredibly short amount of time due to having to reload. With the SMG it takes like half a second to a second longer to kill someone and you have to keep your sights on them longer which gives them much longer to kill you. It's awesome for super tanked logi's and heavies because you can peck at them, take cover, reload, then run in again within a few seconds. :D
In my opinion the scrambler pistol might be the best side arm next to knives. With our low HP that insane alpha can't be beat.

Honestly, in what way are Nova Knives even useful? My Viziam scrambler pistol probably has the same TTK as your NKs, only my optimal range ends at 25 meters. I can still count on 1 hand the number of times I've been killed by Nova Knives outside 1v1 knife fights. Your proto Scout with proto knives aren't going to be killing my Dragonfly Assault with Toxin AR + Toxin SMG or my Templar suits. And god luck on getting me with those in a suit I'm actually skilled into.
Knives have the highest potential alpha on a Minnie scout. While they lack range they make up in insane damage. Why would I be knifing a scout who isn't using knives themselves anyway? Sorry but I'm not dumb.

Same right here. I have my assault Mk.0 but honestly it's like a last resort or easy/lazy mode button for me. I spend perhaps 90% or more time in my scout suit. I just don't like running my assault. When I do play my assault I use almost the exact same tactics as I do with my scout. I'm flanking on the outside to get in close with my side arms while the slayers on my team are making loud noises with their ARs.
Scout suits are where the real fun is.

60 horizontal / 100 vertical. You're slow to turn around but if you're smart you won't have to check your own back. It makes fine aiming easier at ranges that matter in my opinion. With all the jumping I do the 100 sensitivity helps a lot. Though I haven't really played with it.

I haven't figured out how the hell to use knives properly yet - sneaking up on ppl is easy kills, but in a battle with someone? Hmmm.....I really missed my shotty. Must...try...harder.
Also suspect I forgot some scout tactics and made bad engagement choices....or it could be it's only Thursday and the try-hards are still around capping.
Nvm - try try again.

Actually it wasn't all fail - headshot OHK in one Ambush ----- CLANGGGG :D
Knives in a face to face confrontation aren't recommended unless that guy is really close. Unload your pistol at the hip in close range while weaving in and out of cover. Most AR users will just spray the entire time, emptying their clip. If it's a logi he has to reload, that is your opportunity to rush them but you only have 2 seconds or so. If they have a side arm you have to try to close the distance before they can take aim.
Also I've found that a surprise slash then a hop back to fill them full of rounds works well.
While you're still getting the hang of it try to only engage people who are already fighting someone else.

The proto types with proficiency absolutely. You'll have trouble one shotting a fully tanked gallente assault/logi or sentinel though.
It's more about how you use them I think. You can hit them with a high alpha charge and an SMG or pistol will bring them down with much ease right after.

New patch musings...
I switched out my SMGs for the three round burst combat rifle and having a lot of success. I play the role more like a spec ops, supporting the front line from a distance, thinning the herd, then going in with my knives and RE's. Not quite the upclose and personal thing that I like but you can pull off some epic flanks by killing a guy then moving/flanking to keep them guessing until you're right on top of them with your knives.
With the increase in tanks and vehicles in general RE's are invaluable. I have downed a so many tanks by dropping in on/sneaking up on a tank battlefield recon style and then blowing them. Be careful though I've noticed that a lot of players who most likely have played quite a bit of battlefield will immediately abandon their tank and try to kill you if they catch you tossing REs.
RE's, next to forges, are THE BEST anti-vehicle right now and honestly scouts are probably going the best at killing/trapping them.

Every match I've played today has had 4 tanks constantly. While some maps, this isn't much of a bother, other maps such as ashlands and manus peak are decided by who has the most tanks as you cannot take or defend points as they're sitting right in the open where tanks can hit them from anywhere or drive right up to them. Pretty frustrating.

I agree with this. There's not enough slots on a scout. By throwing a damage mod on you're essentially cutting your HP down by quite a bit which is not at all worth it.

it is implied that there is a cost to just activating the cloak so I'm expecting some sort of "ammo" or "stamina bar" like mechanic involved here.
Especially when you consider that they used the term firing instead of activating... It makes me wonder.
edit:
another thing that makes me feel this has ammo is that the amarr bonus shows that there is already a cooldown, so if its not the cooldown which limits the use of the cloak, then there is another limiting mechanic involved which required a reduction.
I'm assuming it'll work kind of like Planetside 2's. When you activate it a bar begins to run out. When you deactivate or decloak to fire it begins recharging. I'm assuming that when you fire it'll take off a hefty percentage of the available time left to cloak.
This way you can cloak, move, uncloak, fire, recloak, move.

exactly. The only way to stop this from happening, is to make cloaks scout-only. Trouble is, seems like the CCP designers, are explicitly desiging FOR the cloaked gal logi to happen. Which makes quite a few of us non-logi players, really, really pissed.
Or jack up the CPU/PG cost of cloaks and jack up the fitting bonus to scouts to like 99%
I think it's complete bullshit that this piece of equipment that is meant to help a scout do it's job in and out of combat is obviously being balanced for EVERY OTHER SUIT IN THE GAME except the scout suit. Every proposal I've seen is just a way to not make it OP in the hands of a medium frame.

I think it' s more accurate to say that it's not all that useful, until you've skilled it out to at least 30m, but preferably over 40m
Which is not something a Minmatar can do (comfortably). So when you have a tight scan radius you need it to work reliably. Quite often the tacnet just simply does not work. You can know a guy is on the otherside of a wall and he won't show up. You can know a heavy is right beside you and he won't show up.
It doesn't happen ALL the time but it happens quite often.

I am precision lvl 5 and radius lvl 5, I run an adv precision mod and a cpx range mod and I've noticed a few things. To be honest I think it is a latency/scan cycle issue. Why I think so is that, when I simply run without waiting, I run into baddies that were not scanned by passive. If I wait a fraction of a second, they get scanned. Which is why if you have cpx range, you will almost always scan them since it will take a sec for them to get to you. If you think about it, the active scanners have the same bug. Where red dots don't pop up as soon as you scan them sometimes. Instead, It's like it waits a second (even after your scanner is done scanning) and then pops up. To me, sounds like latency.
Yeah pretty safe assessment. I made a comment in a video I did a while back about how sometimes it feels more like sonar pinging people and that ping just takes an insane amount of times sometimes.

You'll have to charge shot more suits. Whether thats a big deal is entirely up to you.

It's a niche weapon for niche play. Sure they might not be the most practical but they are deadly in the hands of a few. Most importantly they are FUN. I'm certainly not the best knifer in this game but I specced into this suit so I wanted to learn how to use it to the best of it's ability. I used to think that knives were just fun but I will would be lying if I said they weren't effective when used practically and sensibly.

It could cost the most of any but whats that? - Most expensive things I run outside of weapons are damage mods at around 6k But then again its equipment - Hives and Scanners can be pricey. 40k - 60k complex?
60k for complex? Jesus. Thats just as much as a proto suit. If I was paying 60k for a cloak then no one would equip one.
I am going to be blunt, I think people are trying to spin cloaking into this horrible light. These things aren't even out and I have never seen so much ridiculousness surrounding one piece of equipment.

Probably not in any sort of foreseeable future.
The only way I'd go literally knives only is if the minmatar was the stealthiest and the best at cloaking. Both of which it is not going to be good at.

Sound glitches so much in this game anyway but if they do put it in I hope its quite low. - You should need to be in a quiet area without gunfire or vehicular noise to hear it. Personally I would prefer the only cue being the shimmer which CCP needs to show before we continue talking about how strong the cloak will be and what mechanics we need to implement to balance it. If I can look out and pick up mercs moving then I really dont want to hear about any nerfs. At the moment just a quick look in hills and you can spot most people. Its only if they are tucked in between hills do you need to listen for gun fire.
The sound for decloaking should be the same as the decloak sound for someone spawning in. This would allow you to get near an objective and not stand out like crazy. You'll just sound like another person spawning in. Outside of spawn locations this sound will be a little weird. I'm alright with cloak/decloak sounds.
There definitely should not be any more sound indicators other than footsteps/your normal movement sounds for cloaks while traversing. Every added downside to cloaks makes them more and more useless/impractical to use and just a gimmick that everyone will get tired of equipping real quick.

Very hard to kill someone who isn't a STD with just the flaylock but pretty fun. IT'S SPREADING But yeah, it's the king of quick alpha damage for sidearms. If someone survives the Knife, whip out the flay, shoot their feet and run. It's quick, and bloody efficient. It lacks the range, but it's great in CQC. Run with RE's for maximum fun.
I had a great game on communications against a team with a ton of a heavies and I would literally run circles around them doing flaylock bombing runs.
If they buffed the flaylock's damage output I'd actually run this combo for more than just the challenge.

I just think it's very odd and unbalanced that gallente scouts are the only counter to gallente logis.... (speaking as a caldari FW militia man)
never thought about it that way.

Pretty sure they're associated to a specific class of ship (spec ops = the scout in this case) not a race. They all just get a fitting cost bonus and a reduction to lock on time after decloak. Not an eve guy though.

Yep. 1.1 base x 1.25 skill bonus = 1.375. 1.375 x 1.25 class bonus = 1.72x Hack Speed It's either calculated like that or it's 1.1 * 1.5 = 1.65x Hack Speed. This means you hack a 10s objective in 5.8s without modules. I think my math is correct. Not sure how they do the hack calculations. Appia would probably know better.

On top of the plate is has built in it has 3x proto stamina regen portion and 1 complex portion of the max stamina of the regulator preinstalled at max level, 1 basic codebreaker to top it all off.
IWS, get your numbers straight. The lowest scout's base stamina regen is 30. Amarr scout's stamina regen is 40. So this is just a 33% bonus, or 1/3 of a complex cardiac regulator stamina regen portion. The lowest scout's base stamina is 200. The Amarr scout's stamina is 225. This is just a 12.5% bonus, or 1/8 of a complex cardiac regulator stamina portion. Also you are failing to understand that the reason is Amarr have more stamina is because they are slower, and they are slower because they have 30 more HP. That's already balanced within itself. Don't see how having more armor and more stamina is made up for simply by being slower? Let me explain. Let's calculate how far the suits can sprint. Assuming that sprint speeds are 1.4x the movement speed, G: 7.63 m/s * 20 seconds = 152.6 meters C: 7.63 m/s * 20 seconds = 152.6 meters M: 7.91 m/s * 21 seconds = 166.11 meters A: 7.35 m/s * 22.5 seconds = 165.375 meters As you can see, the increased stamina is so it can travel roughly the same distance while sprinting, but it still achieves this at a slower pace which is a negative and made up for by the positive of 30 more HP. Amarr base is 225 + scout bonus 1.25* at lvl 5 resulting in a 281.25 and if you wall wait some darn tootin minutes Ill get the entire marathon laid out. Amarr scouts best trait will be presence, being in places he needs to be well before other people get there over longer distances. But IWS, we're not asking for 100% bonus on top of it's 25% bonus, we're asking 100% bonus from the base value to make the bonus in-line with the rest of the racial bonuses. Thus, you need to look at the base stamina, 225, not the stamina after the current bonus.
You have to take regen into account not just stamina pool.

When thinking about stamina you have to consider it's two uses currently in game: the marathon at the beginning of a match, and your ability to sustain motion during hectic fights. One of the prime abilities of a scout on CQC maps is the ability to be nearly everywhere at once. Your stamina dictates not just your survivability but how aggressive you can be in combat. It dictates how much presence you can have on the battlefield. When you run out of stamina you are easily hunted down and killed. Most of my deaths when I'm on a roll come from when I finally run out of stamina and can no longer kite/run away from my enemy.
In these realistic applications of stamina and aggression, a scout must take breaks to refill his stamina pool. Even with a complex regulator a minmatar/gallente/caldari scout has to wait for a very long time once he runs out of stamina or he will have to choose to continue to fight with in a weakened state. A scout entering a fight with less than half a stamina bar and runs into something unexpected is probably going to die.
With a bonus to pool AND regen the realistic applications of stamina on an Amarr scout means this: With it's higher EHP and juggernaut like stamina he will be able to remain aggressive until his HP runs out. Not the other other way around like every other scout. You spend practically no time with regen (you're not supposed to be about HP regen anyway). You can remain aggressive until you 1. Run out of ammo 2. Get killed.
No scout is sprinting 100% of the time. Sometimes it feels like it but it's not. Especially if you're jumping over railings a lot. The Amarr's regen and pool size means it will practically never see it's stamina depleted in most situations.

The Amarr's regen and pool size means it will practically never see it's stamina depleted in most situations. Two things 1) Again, no one is arguing that stamina is a bad bonus. The argument is simply the value per level is not on par with the other racial bonuses. 2) It has been proven that the Amarr does not really have that much higher HP. Only 30 more, or 37.5 when you add in armor and shield upgrades. That is hardly much of a better inherent stat bonus than say the Gallente's inherent 3 hp/s armor rep or Caldari's inherent 50 hp/s shield regen and low delays. What I am getting at here is again, you balance base stats with base stats and racial bonuses with racial bonuses if you want the best overall balance.
But the normal application of numbers can't be applied here. Sometimes you can't balance stuff merely by the numbers.
Same thing with knives. The bonus makes it so you don't have to charge shot people. That's whats special about it. The charge shot bonus is like "yeah whatever" it's the NON charge shot that makes it special. You have to crank that up to make a skilled knifer able to do what a shotgunner does. It's not about the super high alpha charge shot. It's about the quick slash and IT'S application that makes it combat viable.
You can't always balance stuff by the numbers without thinking about how it's actually applied in battle. I'm telling you these things as a practically full time scout. I would not direct this suit in a bad position as I know what it's like to be gimped.

Increasing the damage for a pistol on a scout is extremely dangerous. If they want more damage they should risk their tank. I ran pistols and knives for a long time and even with zero proficiency skills an ADV pistol will give a proto suit witha proto weapon with proper skills invested a large run for it's money.
A scout with an extra 10% plus 10% for a damage mod plus cloaking with a pistol would be absolutely ridiculous.

Their biggest hurdle is dampening. An adv scanner will pick up any logi who isn't dampened. That logi will end up sacrificing most of their equipment slots and about 2 low slots just to be able to hide from proto scanners so the cloak isn't worthless.

A scout getting his cloak will actually be semi meaningful for him/her. It'll be like graduating from rookie scout to actual scout. Yeah there are some downsides to newbros not being able to try them but if they like scout suits they'll love the suit without the cloak.

However, yes, the cloak's dampening on top of a scout's low profile might be too good.
Well it does kind of act like an active dampener. It'll help you in those situations where there's only one guy on the map running a proto scanner. You can just cloak up when they're near by or you get scanned. This way you dont have to run a damped suit for the entire match.

I want those days to be over. I'm tired of my eHP getting cut because one person is running a scanner. I will already have to cut my eHP to run a damp if someone is using a focus. I'd rather not have to run two and waste all three of my low slots just to avoid detection.
Simply put, the bonus makes sense. It's an active dampener with a bonus high enough to get a scout below a focused when he wants to be. It allows a scout to be a scout.

No, a suit shouldn't have to use most of it's low slots because of one guy.

Be that as it may... the problem with the cloak bonus to dampening is that logis will be getting the most out of it. and to hell with medium frames ;) No matter what happens ill just have to deal with it. Im only hoping we dont see a huge influx of meds switching to scout and running cloaks and brick tanking.... Of course that would be fun to hunt them in a cal scout hunter suit ;)
A logi will completely ruin his suit to equip a cloak and dampeners. Even with cloak active without a damp an adv scanner will pick them up. If a logi wants to fill all of his lot slots with upgrades and damps to become a fake scout let him. He'll have no room for a good weapon, any other equipment, or any sort of tank.
The bonus is not for other suits. It's for us.

Yes the scout event has brought peoples paranoia up by quite a bit. Soon people will realize "oh if i equip that I don't have to worry about that scout anymore nor anyone else. "
That's only one person in a squad of 6 that has to move from a proto side arm and nade to a std side arm and std nade. You guys have to remember that people talk to each other over comms and relay intel. Also scanners display your location to entire squads, not just one guy.
You can't rely on people being idiots. Not every match is your average derp filled pub match.
An easily counter-able scout becomes useless in a competitive setting.

Even then, you need only worry about getting scanned and visible for 7.5 seconds every 40 seconds. Huge windows of opportunity. Over 30 seconds to find the gal logi and kill em good. Also, only 100 m range with a 60 degree angle. Yes Caldari scouts make sacrifices to accomplish this. As we should. But we can. Take home point Scouts, a force not easily countered
Your willingness to give up your only 2 low slots doesn't account for every scout in the game. Allow me to give you a slap in the face to snap you out of whatever state you are in. Requiring a scout to use 2 dampeners full time is a BAD decision.

1) The cloak dampens you as well, which will allow one to forgo a damp on a low if you can manage your cool downs effectively, which I image will be a skill that will need mastering 2) Scale up in dampening as necessary, you only need to run it high for those particular situations (or drop it entirely for a pure slayer fit if your not a gal scout and can't dodge it at all)
Yes which is what the system is going to be now that I like. A good scout who can manage his cloak stamina will only have to run a dampener when they pull out a focused.

Sounds like you want every scout to be gallente....and that's not what we're talking about. I also don't want to gimp the caldari suit's role. (Yes Ruthless Lee I have an alterior motive ) What's the point in having a scout with super precision if you can't ever scan another scout? Dampening on medium frames has always only been a novelty at best, so limited utility there if any. The best use of the caldari scout is as an anti-scout suit with a large passive scan area acting as support for a squad or perhaps running interference for a squad. In my opinion, caldari scout is not going to be the stealthy behind the lines ninja. As Cyrius Li-Moody has so eloquently pointed out multiple times, Caldari scouts have only two low slots. With an inherent bonus to scan range, it makes sense for them to capitalize on that with a range mod and maybe a complex damp. But they will never achieve a stealth role as well as gallente scouts will. Sounds like we have a division of combat roles. Working as intended as far as I'm concerned.
A scanned scout is a dead scout. More importantly a worthless scout.
What you'll do is make 90% of scouts go to gallente who want to play competitively. EVERY SUIT should be able to be played competitively.

So you know, we're trying. Your input would help. What are thoughts on raising precision baseline via AM / CA bonus swap? What would you do differently to address the CA Scout's overly powerful scans? How would you make MN and AM competitive?
The thing with E-war is at this point it is all messed up. The gal outmatches the cal quite easily and in those circumstances I lose my e-war and go EHP tanking. If I can't pick them up I'm going full slayer scout. At this point all people are doing are picking up other cal and min scouts. Oh and that poor bastard in his Amarr.
Honestly I'd buff the hell out of the minmatar's regen. I can live with being blind but the regen on the suit is just terrible. With the cal scout with one regulator if I escape with 1 hp in shields by the time my feet hit the ground after a bunny hop my shields are recharging. I'm back to full health in about 5 seconds. The min scout suffers from low health and terrible regen. If the cal scout is supposed to be a low ehp scanner, the min scout should be a regenerative brawler. As of right now the Cal has regen, tank, and ewar. That's why it's a near perfect suit it's got the trifecta. I'd give the Minmatar the Caldari's deplete/recharge and recharge rate.
Though the problem of low EHP and terrible regen is honestly a problem on all the Min suits.
As for the Amarr, mehhhh. Can't say much there. The mimicing of the 2/4 gallente layout is silly. Personally I'd change the layout for starters to make it more unique if it wasn't getting the scan bonus. 1/5. There's a place for the brick tanked scout.

So you are saying Gal scouts are too strong and render your Cal scout scans useless? So you loose EWAR and stack hp, but the Cal scout is the perfect suit? If you stack hp won't a min scout be useful, being able to remain hidden and use it's hacking bonus to hack points? Don't you think Min scout's speed and stamina makes up for the worse hp and regen compared to Cal scouts?
No, the Cal isn't a perfect suit. Pretty sure I laid out what's wrong with it stat wise. It's got too much EHP/Regen potential on top of it's e-war potential. That's why it's the go to slayer suit. You're either a mostly seeing eye, or a god of regen.
Also, there's about zero Minmatar scouts on the field in PC. When they are on the field they're just there to a hack a point and die right afterwards because they cannot survive in between. Their HP is too low, their regen is too low. If a min wants to be a ghost it will literally have half the HP of a Gal. If it says screw it and tries to go straight up combat fit it will probably lose to a Caldari because the caldari will tank more and regen faster.
Yes theoretically I could stay in my ewar fit all game but when all the scouts on the field are double damped galente, or other caldari, I'm going to be focusing on the caldari and trying to get the gallente when they're out of position. The speed and stamina of a Minmatar is useless in most competitive situations outside of the initial sprint to cap the first points. If a team is especially derpy you can get away with running a Minmatar but chances are you're going to get crapped on by Cals and Gals the entire time if playing a team who knows what they're doing.
I take most of my perspective from PC where people know the mechanics and will counter something if there is a counter. In pubs my Minmatar can go 40/0 without breaking a sweat. You cannot do that in PC.

Just throwing this out there but an Amarr scout with the numbers as is can tank 600+ EHP scan at 17.8db at 43.5m equip a proto rep hive, and a proto uplink on top of a proto CR and a proto SMG.
With that fit you force a Minmatar to use all of his lows for damps plus a cloak giving him literally half the HP of that Amarr scout.
Doesn't anyone have any issues with this?

Honestly if it were up to me I'd throw away the gallente's damp bonus and the caldari's precision bonus. No scout suit should have them. Here we are balancing E-War for a 3rd time and the gallente is going to end up OP in some way or whatever scan scout is going to end up OP.

Soooooo, in your earnest opinion, based on the document, post Charlie situation in a nutshell?
You'll see an increase in Amarr scouts and Min scouts in PC as both will be more viable. The cal and gal will still be the go to slayer scouts for their respective main tanks. Inter-scout balance will be much better.
If you want to see less scouts on the field post charlie you really gotta give assaults a reason to use them over scouts. If I'll be quite honest it's the regen of assaults that make them much more inferior to scouts not just their stealthiness.
Currently people don't even bother with dampening and can be seen but don't care because they can duck behind cover and within 5 seconds be at nearly full health. All you have to do is play ring around the box for 5 seconds and a cal will be at full health. A gallente can easily fit a rep hive to toss down and regen his health practically instantly without giving up much on top of it's more slender hitbox. Sure they don't have the HP ceiling that an assault has but if you can only survive a fight with one guy and die right after because it takes you 30-60 seconds to regen completely people aren't going to use them.
So, it's not just the tank that needs to be addressed on assaults it's things like shield delay, deplete delay, and repair rates for armor.

They just have too much health and the second slash misses often. It'll seem like both hit but actually only one will even though you're facing them. Happens A LOT. Very frustrating but unfortunately something that happens with knives. Hit detection is better than it used to be but it's still sketchy at times.
Gal and Amarr heavies are a nightmare.
