Buffing Assaults and redirecting Gal/Cal Scout racial bonuses toward modules might do the trick. We could throw in the plate penalty as well, but the more variables we add the higher likelihood of unintended consequence. Like Broker said, "If the first nerf iteration doesn't work, hit us with another." Nerf Scalpel vs Nerf Hammer.
This assumes (of course) that Rattati is willing and able to iterate with us.

I very skeptical about this. Range was hit on the CA/GA scouts at the same time Cloak field lost duration, recharge speed, and utility (dampening). To paraphrase you, it's been Medium frame & scalpel, heavy frame & scalpel, weapons & scalpel, vehicles & scalpel, scouts and a hammer.
Speaking of, can we revisit the cloak field yet? I think there has been more than enough time to show that nerfs it received were way too much. The duration makes it all but useless on the STD version, you are very obvious when you move around so it can't help you safely cross terrain, and it no longer adds a dampening effect.
The ADV is fairly mundane. The duration is alright, but again it is very obvious when you move around because of the flare it gives off. The dampening it gives is sorta a kick in the crotch because it is present, but it isn't actually a high enough value to have any meaningful contribution.
The PRO is a mixed bag. The duration is still useful but the recharge just feels like if you deplete it you'll probably die before you can reactivate it. The fitting cost is fairly extreme, you basically need a PRO suit with Dropsuit Core Upgrades V, Electronics V, and Engineering V. It has a useful dampening bonus. But you can't use it to traverse open ground because of the flare.
General problems include Large Turret Installations shooting at you while cloaked, without proper dampening there is that super obvious chevron that points straight at your head with HP lines on it. The fare is way too obvious so it still isn't a tool for covert movement, Logistics still get a 25% reduction to fitting them.

That's the problem with too much nerf and another d*mn fine reason to use the Scalpel.
Angry community members sign off on nerf bundles in an instant. Even well-meaning and clever ones like Zatara, who've seen many times before the Hammer's effect. Many will even promise to roll back by degrees should the Hammer prove too strong. But once its done its done, and the community has no problem leaving crippled and broken whatever got Hammered.
Are cloaks in a bad place? Yes.
Can we do anything about it? Not likely.
The second we put up the suggestion, it will be shot down by overwhelming popular vote.
The Old Scouts sinned by bullet weaving in Chrome. For those sins, the Devs put us under the jail. When we asked the community for water, we were p!ssed upon, ostracized and ignored. Such was our existence for over a year.

That was one of the most disappointing things, logging in expecting to see changes to see that my all proto/complex fit has like 70 CPU and 18 PG left over (if I recall correctly).
As a fitting it requires no sacrifices.
I know I keep bashing on this but it's literally the only suit that has this problem. Sentinels used to be tricky to fit, I was barely able to scrape all proto together after maxing out cores. And if I wanted to use a variant (Burst HMG/Assault Forge) I had to down grade my side arm to compensate.

Let's see if we need all those changes at once, and I disagree with the hammer and scout theory, scouts were incredibly overpowered. We can perhaps pull back some of the cloak changes once we get slayers back into assault. And I agree with Sentinel capacity (CPU+PG), that needs to come down in the next hotfix or two.

Are you saying there's something wrong with me putting a Boundless HMG, 2 complex plates, 1 complex heavy damage mod, and an M209 SMG on my 'Templar' Sentinel A-I? Blasphemy
On the other hand, I actually do run out of fitting space on my cal-Sent and can't run full proto.

Well that "capacity" as you put it is making the role of the sentinel the lowest SP required role.
As maxing out your Core, Electronics and Engineering is completely unnecessary.
They should always be necessary, or at least damn useful. If I was a sentinel purist I'd be pissed that I sank so much SP into it back pre-1.8 only to find out that I didn't need to. Especially considering Electronics and Engineering are x5 multipliers.

A Brief Recap
1. High-HP Scouts continue to thrive. They upset balance and tarnish our reputation for being a difficult-to-master frame. We wholeheartedly agree that actions should be taken toward addressing the problem of "Assault Lite" outperforming Assault.
2. Squadded CalScouts exert enormous pressure on the enemy. If their role at recon must be weakened so others may thrive, we understand and will adapt. We ask only -- if possible -- to consider and weigh the implications of weaker/fewer CalScouts. The tendency toward tanky Scout spam is already strong, and hitting counter-infiltration too hard could reinforce it.
3. We are divided about splitting EWAR three ways for three reasons ...
- 3A. We would like to see more Scouts running EWAR loadouts; many of us believe that reducing EWAR module payouts would decentivize their use.
- 3B. Secondly, while we understand that the CalScout may need to be weakened, we do not wish to see it become useless; high-intensity + low-range loadouts could prove too easily countered.
[*] 3C. Lastly, many of us recognize that demand for a brick-tanked will persist, and we've always intended to see that demand met by the Amarr Scout; should this intended shift coincide with a significant scan range buff, we may find ourselves with a new FoTM.

On a separate note, I was in a few FW matches with Jace the other day, and I thought I would try an experiment.
First I walked a few steps forward, then I turned around to walk backwards. Low and behold, in the warbarge, you walk significantly slower backwards than forwards.
What in the world would possess CCP to implement such an obvious mechanic in such a useless place, yet leave it out of the game itself where it matters most?
