It was a problem because the bonus is -x% in movement speed, and that penalty was ordered largest to smallest, i.e. the smallest penalty got the biggest stacking penalty when using several mods. You could offset a complex plate with 2 basic pretty much. Or a two basic reactive plates and a complex plate.
CCP dont know how to write code right from the beginning.
It is now fixed though.

The movement speed reduction from plates doesn't have stacking penalties anymore... Damn it I'll have to do a proper test using scanners and stuff to see if they've removed stacking penalties from the scanning modules as well. Not exactly; sadly they just set the armor plates to not have a stacking penalty. Crap if they did the same on the scanning modules the table I made is just plain wrong. I'll try to ask someone on the IRC, I really don't feel like testing **** out again. Why can't they just put this stuff in the patch notes?

The explanation is this Haerr
For complex plates:
Final movement penalty = 0.95^n
where n is amount of plates
1 plate is -5% 2 plates 0.95^2 = 0.9025 which is -9.75% 3 plates 0.95^3 = 0.8574 which is -14.26%
I guess its just a coincidence that when the stacking penalty 5% is becomes almost the same as -n*5%

Oh and according to the SDE (just like Musta mentioned to me) the profile dampeners still have stacking penalties, which only leaves the question about if CCP has fixed the stacking order for modules with -% or not. :)

Greatest assets to my SG experience is radar, movement. Since these aspects are equal on the Spook and the Cal i figure it will work well, especially with the added benefit of "seeing" a lot of the other scouts. though it really depends on a few things, like the state of shields n 1.8

No direct changes to shields. That's a shame, but not entirely unexpected. I had hoped for a bit of adjustment on the lower tier shield extenders.
Though I still think that we will see an indirect change through TTK adjustment. Not that this is as beneficial to scouts as to the higher EHP crowd. Regeneration becomes a lot more valuable if you live long enough for it to kick in.

I've been throwing down REs on downed players I recognise where I know there's likey to be a needle in squad. Time it right and you get 50 x 2. Only works maybe 10% of the time.
Getting 50 x 3 would be brilliant. |

so being bored I finally went and started looking at 1.8 fittings and I just noticed something
Min scouts are still screwed
we get 1 or 2 extra PG .. uh thanks sure I have CPU out the window now but an extra PG isnt going to solve the problem that your giving me a bonus to use KNs a niche weapon that pretty much requires the use of biotics which are PG intensive.
forget about fitting a cloak on this thing. my usual adv fit gets to upgrade from a basic red to an enhanced red or upgrade my basic combat rifle to either RS90 or BK42 i also have 125 CPU and a high slot I dont know what to do with, shield recharger or precision enhancer since no PG cost |

I just gave Minmatar scouts and nova knives a try with my forum alt, and even with limited fitting options and constantly being scanned, I had a blast! It was so much fun stabbing people and being a ninja all around, even got a decent 12/20 KD ratio for my forst match.
I'll definitely try this combo more often!

I'm looking forward to branching out into Min suits and knives on this character... given that it's only scout suits that I'm interested in; why not collect them all. I didn't do half bad running ZN-28's on my gallente standard scout suit during the shinobi event. Maxium sneak was required given my lack of biotic modules and ish-noks. (80 scalps collected in total).
I guess at some point I'll consider speccing into a medium suit, but.... *bleh* it would have to be something fast, like Minmatar.
