I think he chose the Regulator because having three Complex Shield Extenders reduces your Shield depleted recharge delay by 21% (unless it works like everything else and applies a stacking penalty?), so having a Regulator could greatly help that.

I suggest not spending it at all. With 5.6million SP you can buy both the Caldari and Amarr proto scout suits on day 1. Add another 964000 SP for proto cloak on the first day too.
If you're not interested in having Amarr and Caldari I'd reduce the pool you have saved up to 3.7 million. Getting the other 2 scouts to proto if you have interest in them but don't have them yet.
Shield Regulation is a good skill to prioritize and Armor Repair.
After that I would start filling out proficiency on your most used weapons to lvl 3, then get rapid reload on your favorite weapons to 3. then work proficiency up to 5, then rapid reload up to 5. Or get sharpshooter up to 5 if your weapons have it. Sharpshooter is far more important than proficiency or rapid reload

Not Django but here
CPU/PG pretty much has to change in order to make the changes they are talking about, otherwise it will actually be worse. With EQ fitting bonus, it will leave more room for stacking death.
The impression I have is that they are going to keep the slots the same, lower the CPU/PG, and if that does not work they will drop the slot count. We will see eventually though, for now it's only speculation.

It's been a long time since I checked out the Heavy suit, but if I recall correctly there is no militia HMG. So the only weapon to use without skills would be the forge gun and that thing is a pain in the ass to hit with. Much respect to the forge snipers I see, but there is a reason they are few and far between.
Even if by some miracle I pull off a kill, I'd get a proto forge gun out of the deal. Without any way to sell them off, what would I do with them? Keep them as trophies of the reds I squished in fatty fat mode, I guess.

Once you get used to the gun and have a decent eye it's pretty easy.
I've always used the forge gun in a cheap money maker suit (Partially because I at first chose Sentinel back when you had that choice in open beta, and partially because I enjoy it quite a bit)
As for the proto gun, I'm just gonna sit on them until I can eventually sell them.

15 CPU / 10 PG
It's a basic kin cat with a melee bonus. The only real bonus to it is that it's a Myofibril that fits in your low slot. So maybe if you wanted to put together a punch suit and load up on melee in highs and lows. It could actually be fun to sneak up on a proto sentinel and do this but probably too niche to be worth a lot of ISK.
I think a better bet is to find a weird item collector, willing to pay just to have it.
Related to Ivan Avogadro, of the New Eden Avogadro's. Charmed, I'm sure.

Not for me. I'd probably have to stack one CPU and one PG mod to make it fit, and with the removal of the 5 HP/s that means I'd have to Shield tank, which doesn't work at all anymore (Going Caldari Logi after 1.8, gonna love that hive bonus).
I have a Shield tanked suit, and it loses HP about as fast as a Scout. Not viable at all.
