I think trying to change some aspect of them to compete with other frames does sound risky, but if a new player could use them as a super cheap way to do more as opposed to needing to have proto in everything, it might be just enough encouragement. Plus, vets like me could use them to grind ISK if need be. Former CEO of the Land of the BIind. Any double entendre is unintended I assure you.

Had fun with it for a bit. But then got scanned to death, so switched back to scout fairly quick :) (hurray for free Valor Scout BPO (with all free BPO modules!)! but... but.. gallente I feel so dirtyyyyyyy )

I find my advanced gal logi to be pretty good in direct combat considering that's not really what it's made for. But with 4 equip I can run the basics that I want. Rep, scan, UL, Nano. May need to buff Bandwidth. And a flat logi bonus +50% or 1 at minimum to carried capacity for deployables (active cap remains the same). We'll bang, OK?

Give them good fitting options and possibilities (apparently echo is going to improve this) but make the suits quite cheap and with no real bonus. That way the cost is the modules and if you want to run a good basic light/med/heavy suit you can fit it with more advanced/proto modules than the assault/scout but these'll cost you muchos isk. Would this be able to be abused by BPO's though? I'm going back to hiding in the corner constantly expecting Jolly to leap out of the shadows and blap me....... In the game. Yes.
