I think the jump bonus should be a bit higher, 30%-40%. Min Scout triple stacking is: A.Top tier suit in terms of speed B. A heavy sacrifice of either HP or damage, or both.
You should maybe target double stacking with the Min Scout.

You should maybe target double stacking with the Min Scout. I speak from experience when I say one shield extender doesn't do much against the current bullethose twitch gameplay, this will most likely lead to Minja armor tanking the lows, F plates of course.
Mk0: Two kincats, f plate, one shield extender, two melee will perhaps be a viable fit.
Or: one melee, two extender, two kincats, one plate?
Not disagreeing with you, just thinking fits.

Maybe they'll give a list and let all those who participate choose 1 item so no one is disappointed. I honestly am just glad they're rewarding players still.
Side note: Does anyone have tips for using the Rail Rifle and its variants? I always have trouble with it

Carry a hive Arr is best hipfire 90 petcent of time Short range hipfire Midrange hipfire Long range -super short burst while adsing If red dot is at edge of the hipfire and ads zone. Start with ads finish with hipfire. Regular rr works well on ambush Prefire when possible It will seem like it id not to doing damage sometimes To counter Give a few fast burst into guy till u see it hitting solid Increase burst length Its good to go between super short bursts and burst where ur holding the trigger down more

This is true. Sprint speeds were higher and bulletweaving was a problem in Chromosome. Last we heard, the point beyond which hit detection degrades is only slightly removed from Uprising's top speeds (11.11 m/s). Uprising's "Projectile Improvements" (1.3?) and Aim Assist may have addressed some of these problems. We've never been told one way or the other.
As much as I'd like to be "faster", it could be potentially problematic (thinking CalScouts and MinAssaults). I'd personally prefer to see changes to jumps and backpedal speed (and potentially wiggle-wiggle) implemented separately. This way, we can play test (debug) "faster" independently of the other movement changes.

Will there ever be another event that affects the EVE universe? So far it seems like we've relapsed to the days before Caldari Prime. I'd love another event like that where we move the universe forwards instead of just giving a new name to the version.
Make the Warlords BE Warlords. Explain why 5 million clones must be destroyed. That's just the roleplayer in me seeking something new. I know dust is living up to its namesake in a way, but can we at least try to re-ignite the fire?

This, THIS, and THIS! Tactical insertions done right! As a 40k fan, I'd love to see Jump/Jet packs integrated.
Commandos do need something and if not them then maybe as an escape item for the pilot suits whenever those come around.

Sounds awesome and scary. Myofibs should also decrease fall damage so we don't have scouts falling to their death all match.
If possible you should also add a dust kicking up effect to players with enhanced jumping just to make it look legit.

In ancient times you couldn't be sure whether it was the kincats causing the problems or just the generally poor hit detection.
Either way, kincats were also overpowered back then. There were some really odd things that they did - not only did they also increase strafe speed, but they also increased fire rate (!) and IIRC they also had a stronger effect than they do now.
Needless to say, 25% kincats with no stacking penalties that also increased strafe speed and fire rate were ludicrously over the top, hence the nerf. Once upon a time I believe you could get a scout to 20 m/s.
I don't think kincats ever really recovered after that nerf though. I periodically attempt to use them in viable fittings but honestly it's most useful on a heavy and even then, they're sort of eh. I suppose this is heresy in a thread filled with speed demons though.

Then how do you not remember broken kincats, and why are you talking about being depressed you couldn't do it on a minscout when they came out a year later?
Passing 12 m/s was certainly not impossible. It was completely doable, even easy, to reach it.
