I am trying to figure out if there is a sweet spot, that we can get too by increasing forward walk speed overall.
Don't base it off of Scouts though, but if you tell me scouts are closer to bf4 than assaults, then that helps.

Re: Movement, I can't tell you much as the movement values for FPS games are rarely public stats as they are in Dust, but I have played Bad Company 2 and BF3 extensively so I know what you mean. There's a kind of crispness of movement that the Dice devs have really nailed, particularly in the case of BC2.
However, I think Dust is in a decent spot when it comes to movement. Ignoring backpedal mechanics for the time being, there are only a few tweaks that I would make to improve overall user experience when it comes to movement.
The first would be to slightly increase the jump height of heavier frames. Everyone who has played them knows the frustration of being unable to jump over tiny little bumps or ridges. There's even a spot in one of the city maps where if you throw a drop uplink onto a block of wall and a heavy spawns on it, they literally can't get out unless they get into a vehicle or die. It's like a venus flytrap for heavies.
The second would be to slightly decrease the amount of stamina required to jump. This kind of ties into the first, everyone knows that moment when you try and jump over something but only get a few inches off the ground because you're out of stamina. And then you have to stand there kind of awkwardly (like an intern caught in an elevator with coworkers he doesn't know) while your stamina slowly fills back up. I don't think it would cause too much bunny hopping to decrease jump stamina usage just a little.
Those are the only things that stand out to me. I can't comment much on walk:sprint speed ratios and the like, except to say that I do think scouts do remind me more of BF-style movement than the other classes.

But seriously, framerates and delays are a huge factor when it comes to movement, not just speed stats. What also is a huge factor is the terrain. If you are constantly getting stuck on things like slopes and steps the freedom of movement suffers and movement feels weird even though it has nothing to do with movement stats directly.
Except for the jump-height I'm actually pretty OK with how the movement works in Dust stats-wise. The feeling of speed and freedom of movement you get when using multiple kincats on a minnie assault is really great. And a Heavy's slow movement and sprint speed really makes you feel like using some really... heavy... sort of gear.

It's a low TTK shooter where you are expected to stop and shoot.
Mimicking BF4's movement in DUST would require changing how we fight overall. That change would probably also put Sentinels on top since they don't care about movement half as much as the others.
I'm not saying one is better than the other, I enjoyed BF3 back in the day and BF4's movement has been changed recently to mimic BF3's. But the Battlefield series is very different in its core gameplay and as such should not be mimicked when it comes to movement.

People are saying this update is underwhelming but the point isn't for the update to be some big earth shattering change, it's to provide a solid platform to build more content off of, and it does that just fine.
Plus we get Restock To now, which automatically makes this update better than half the updates this game has seen.

Battlefield 4 has more movement options unrelated to speed like better crouching, proning, and vaulting. There is also a better physics system in place where you cant the laws of physics by wiggling in the 4th dimension, the backpedaling is much slower than it's forward speed also.
