I have to agree with not balancing the game around PC. If playing a scout in a truely scoutly role (scans=death) dealing with proto stompers in pubs becomes disproportionately difficult.
Sentinel v sentinel and assault v assault the guy/gal in lower gear can overcome through being better at the game. This was how it used to be, my BPO scout got under advanced scans inheritly and wasn't too had to dampen further. And if I did get scanned I got a warning. My BPO shotty was my go to anti proto fit, I got one gift of not being scanned but then had to make up the difference in skill. But proto stompers with a cal scout, or any cal scout really is forcing everyone to go a level up, making just basic ISK grind unnecessarily difficult. Seriously, throw a STD damp on a STD fit and see how quickly you get spotted (even in a Gal I still get spotted, min and Amarr are beyond screwed in that scenario). One match this weekend when dealing with a Proto squad I decided to downgrade to an advanced damp shotty fit before seeing 3 people I was sneaking up on all turn at once and chase me out.
PC makes up for a fraction of the player base. We have the complicated task of balancing proto off each other but then also between levels. And scanning is the worst culprit in this.

On clarification: The fitting penalty is just "If scout then plate PG/CPU cost multiplied with (100%+fitting penalty %)"
After being asked being asked to change after assauts are fixed, and questioned if it was the right way to do it: This is limiting in a gentle way, as you can still fit them. I can come up with all kinds of lore reasons why a scout couldn't brick tank, or a heavy can't use sidearms because of fat fingers. I do not want to restrict options like Sentinels can only fit Heavy Weapons, but I do want to balance the game so all roles and dropsuits can flourish.
After some more discussion: Let's see if we need all those changes at once, and I disagree with the hammer and scout theory, scouts were incredibly overpowered. We can perhaps pull back some of the cloak changes once we get slayers back into assault. And I agree with Sentinel capacity (CPU+PG), that needs to come down in the next hotfix or two.

Why not reduce the base armor for the minja to 10. Can anyone argue, at all, about giving them a knife bonus, in addition to a cloaked damp bonus (which was a bad ass idea I saw) as well as a speed bump?
Speed is explained by utter lack of armor, knife bonus is easily passed off then, as well as a hack bonus.
It truly becomes what it is meant to be IMHO at that point. A true glass cannon that is really just a utility unit much like a logi (is supposed to be).
I thought I saw someone mention putting codebreakers into high slots. That would be great.
Given enough PG adjustment you could have a true infiltration unit not meant for direct combat but is extremely useful to have. Since it is meant to avoid combat save instances of opportunity.. it would be fair, and do well. Even in PC.
Edit and to illustrate:
A Mollerz prototype Minja prototype:
3H/3L/2EQ/2SW/1Nade
1x C. Shield extender 2x C. Code Breakers 2x C. Kin Cats 1x C. Damp IshNoks Core Flaylock (which needs to be fixed) Basic flux Proto Cloak The better compact nano- (allotek something?)
All on a proto suit with the existing knife bonus, hack bonus, and a bump in speed to make up for the loss of almost all armor. That suit would be mad fun And I believe it would still be useful in PC or pubs.

So what are your suggestions for scout balance? How do you think we can make the Amarr viable? How do you see the suggested changes to the Min unbalancing scouts? Do you beleive that the current innate bonuses create an imbalance? If so, what would you change?
And finally, have you made any suggestions for improving scouts, either for individual suits or as a class, or have you just complained about people trying to better the Minmatar?

I want to lvl it back to proto badly because I like the slot layout, innate hacking, speed, stamina/recharge, and shield/recharge. I Like the hacking bonus (would be better in high slot) but the one bonus that just kills it is the NK. As many min scouts have said here min scout is getting killed because of the shared tac-net. Yes they have choice to run 3x dampeners with a proto suit but what about in STD and ADV suits? the NK bonus is not helping them get into melee range in those suits so what good is that mega dmg bonus to min scout not in a proto suit if you cant get into range to use it? buff the NK's and make them a SCOUT weapon not just a Min scout weapon. They are not even a Min weapon but they are the pros at using them, lol Don't ask to buff Min scout and expect me to just sit back and not give my opinion because I want to have a reason to lvl it up. I know what makes it weak and I don't just want to buff the proto suit for PC. I want it to be as useful as my gal and cal at STD as that is what I use 90% of the time. STD cal scout is pointless to run a dampener more so than the STD min scout I will add. Again Cal is good for standing in corners with squad guarding. Not really what one would call scouting. I don't make this game a job. That is one of the reasons I don't do PC Yes I complain a lot when I see things going overboard like how the buff min scout is getting. I make my opinions here and there some complaints some ideas. I leave the heavy work to the tryhards and just try to add little tweaks to there ideas or add to the debate. Some times I even go against what I really want just to stir the pot to get others working harder to come up with better solutions. Guess that is why I use mine for sniping. Thanks for the reasoned response Void. Makes a lot of sense on the NK side. I'd be more than happy to lose the NK bonus to the Min specifically for something else, so long as NK were buffed otherwise so they were a generally useful scout weapon. Otherwise knifers will disappear entirely, and I'd be disappointed to see an interesting playstyle die off. That does however, raise a seperate issue.
The change to having the Hacking module in the high slot would go a long way to helping the Minmatar, but removing the NK bonus from the Minmatar and replacing it with the cloak bonus doesn't provide any differentiation of playstyle from the Gal, except the Gal get's the dampening bonus passively and continuously. As an example, you can do almost exactly the same thing with a Gal (2 x damp, 2 x hack, proto cloak), but don't have to rely on 'waves of opportunity' to be effective. Under the assumption that knives are buffed when removing the specific Minmatar bonus, the Gal also becomes the preferred suit for knifing, as they won't pop up on the tac net while de-cloaking to knife. The cloak bonus, as a 'replacement' bonus, in no way maintains or increases diversity on the battlefield, and reinforces the dominance of the Gal as the best overall scout. Which is why you're seeing the 'cloaking' bonus being included as an 'additional' bonus instead.
Is it the best option? No. Is it the best option we've come up with, within the limitations that CCP has placed on us for hot-fixes? Probably.
In general, I'd love to see more diversity of scouts in both fitting and playstyle. At the moment we've got a meta that enforces an entrenched playstyle for the Cal, and sidelines the Minmatar and Amarr.
