Case in point: Flaylock
Not too popular anymore, due to it's steep learning curve in using it. However, for some people (me included now) it's a go to sidearm for their fits, mainly to how it synergizes with their main weapon. I can kill people with it. I find it useful. Just because it doesn't kill you often, doesn't mean it's useless.

Finisher. Pure and simple. I run an ACR on most fits, so I am almost always in range to use it effectively. speed is important too, as you have to have good positioning to deal the correct damage.
I have Pro 3 with it, and use the ADV variant on most suits. Core goes on my Proto fit.
It doesn't do any damage to shield suits, so don't even try. However, it will TEAR armor suits to SHREDS.
Right now, my ADV flaylock does roughly 230 splash damage to armor. That's almost 700 armor damage in a clip. Enough to destroy any armor tank I catch with it's shields down. Direct shots are insane, and can drop even the toughest heavy.
I can't count the amount of times me and a target have both torn though our primaries and switched to secondaries. This is where I win the fight. My alpha damage faaar excceds his.
It's nowhere near as useful as an SMG or Pistol in all scenario's but there are times where the flaylock is just the perfect weapon for the job. I get a lot of those times for some reason, so I run it as my sidearm.

Flaylock plays this way for me
* Back peddling suits after a glancing/non-lethal knife hit get a missile to the face ( they pack peddle and so do I to not get owned by my own splash)
* Flux drops shield and the Alpha damage from the Flaylock drops most suits
* Once you have a handle on flight path you can snipe shot people with it
* Awesome on damaged suits from a flanking position
* Attacking from above/odd places this works wonderfully with the flux, and I there are more people than I want to deal with NK wise.
* Trolling HAVs (one flux, and a clip from a FL often causes reflexive activation of modules and fleeing)

Used to use flaylock(GN-20 Specialist) in combination with my Scramblers (ScR or AScr)
- Was very good in city areas down hallways when the enemy thinks they have you measured and can duck behind cover. Once their shield was down you could always quick switch and mix in a flaylock missile with a volley or of course if you are above and have opponents pinned behind cover
But ever since the combat came out I have gone basic SMG as my finisher...if need be.

Yes today I wanted to see if I could pull my old Killzone 3 tricks and you can! If you jump and throw RE simultaneously, you can get them to stick to the ceiling. Some are too tall but think about doorways and the underground halls in the Gallente research place or even on the Null Cannon up high.

I tried this earlier with no luck :(
It was 2 against 8, and I ran around hacking objectives, and placing an RE high above the console. I doubt they saw the RE when they were hacking, and I got 0 kills from it. I have noticed something wonky with the explosives since 1.7, which has caused me to place them in obvious places simply because I don't trust the mechanics.
I will keep trying though. It is definitely more likely to go unnoticed.
Nova knifing scout masochist. I would be a sadist, but CCP won't let me.

Essentially we have a sandbox game, with great toys and customization but that kid named Logi is the only one with enough room to play with all the toys.
Slot parity would make this less of a problem.

Of course.
The cloak is a situational tool for the scout allowing a scout to walk past enemies when there is no opportunity for flanking. For a logi, the cloak is a way to completely bypass the need for situational awareness in enemy controlled areas which is the bread and butter of scouts.
There is a time and a place for the scout to use a cloak. Making the scout bonuses only affect cloak performance means they do well in that time and place but are greatly weakened in any other situation.
Logis are receiving a bonus to all equipment, even equipment that isn't very "logistical". This bonus plus their higher fitting stats means they can bypass the "harder to fit on non-scouts" bit.

Me and a random scout rushed a deserted enemy objective. The other scout immediately started hacking. I looked around and saw an RE partially embedded into the wall. I blew it up before it could take out the random scout. The random scout looks at where the RE was, stops hacking, steps back, and lets me get the hack.

waitaminit.... are you saying that if you blow up an enemy RE... it omly does damage to YOU, not other blues? (in pub, anyways) ?

As far as I know. I've had several times where I was unknowingly standing on an enemy RE and a blue set it off without me taking damage.
