It takes into acount your SP, then finds the items that would cost you the most SP to actually use. I am pretty sure an old CCP dev hated us, and this is one of the ways he would take it out on us. So I decided I'd take the opportunity to do some testing before I got booted out. Melee seems to have a range of just over 1 metres, but definitely below 2 metres. It does have aim assist.
