This. It's gotten better, but its apparently still causing problems. The shotgun would be underperforming otherwise.

The shotgun is an alpha weapon which means it excels at killing low hp suits. In pubs the vast majority of suits are low hp so the shotgun over performs. This is a perfect example of why you should balance around pc.

The 4 main rifle also come pre-equipped on Frontline suits. There is no Starter Shotgun fit. You have to willingly go out of your way to equip it.
Those stats are not a proper representation when the number of users aren't equal. Most, after trying the shotgun and performing poorly are just going to switch right back to their rifle.
This is the point where those usage stats fall apart as a proper metric for weapon's health.

Also, 2.2 million isk and a crapload of loot?

It's a fair step up from the 2-4 hundred thousand I'd usually get from a public, but yeah, not much happened. Went 1/1 with about 300 WP, 4 of us were stationed in the city, the best any of us did was 2/1 with 500-ish WP. And it wasn't so bad, I had Zatara to listen to, which was funny.
