That ammar bonus still looks useless to me. No pc team is going to be like "we really really need an amarr scout so we can see undampened people from farther away". The active scanner already fulfills that role. |

It looks like the amarr scout has too large of a bonus. Unless I am reading this wrong a gal scout will have to use three complex profile dampeners to avoid an amarr scout with just two precision enhancers. |

Imo no scout should get a bonus to scan precision at all. Leave active scanners the job of picking up scouts while scouts get bonuses to hacking, dampening, scan range, and nova knifing. |

I didn't realize this at first. Rattati is actually buffing the caldari scout. He is buffing the most powerful and common ( at least in pc) suit in the game. |

Let's also remember that the focused GA pro logi has 15dB.
Best precision should therefore be 14dB or less
Best dampener only needs an equal amount of dampeners to amount of precision modules on best precision to beat him. Appias suggestion.
All scouts should be able to beat the best precision, with cloak? Without cloak? Discuss.
Complex plates will have the same signature penalty as a complex dampener so each plate cancels out a dampener. This is something I want to explore, it will also make brick sentinels stand out like christmas trees.
Let's keep working on this.
Gallente should beat best precision with one damp and cloak active, all other scouts should reach it with two damps. Also, will you be giving signature penalties to all plates or just complex. I recommend the latter, because otherwise assaults will be impacted negatively. |

How about this:
Caldari Scout: 5% bonus to scan range pre level, 3% scan precision per level
Amarr Scout: 3% bonus to scan range per level, 5% scan precision per level
Gallente Scout: 3% bonus to profile per level, 3% bonus to scan range per level
Minmatar stays as is |

What should I do after I land the first shot.? Strafe like a mad man and hope he doesnt hit me? jump over him? Run away and shotgun him again when his back is turned? |

The min scout would be all about actively dampening and having waves of opportunity to get in, Knife, hack, plant remotes, and cause general pandemonium, and then get out before the cloak runs out and everyone can see him. The Gal scout is about always being under the radar so that they can stay and slay, and ghost about as they please. The min gets temporarily more freedom per se by having more slots available, but is restricted by the way the cloak functions The Gal scout passively gets its ghost abilities. Personally id like GK or Moody or Musturds or Broke's opinions on this as well. I know you're against it, but i feel that if you really thought about it, you could understand why its a good change Because 1 damp + cloak to get under scans is better than what a gal can do. Plus that would give us 3 bonuses instead of two. Also, we will no longer have the stamina regen in Charlie, just to give you a heads up. NO STAMINA REGEN!!!!??!?!?!?!?!?!?! NOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOO!!!!!!!!! Also, its the same as a gal in term of slots gal it costs 2 lo slots min it costs 1 low slot and 1 eq Also, doesn't the gal dodge gallogi with only 2 damps? except anyone who is damping is already using a cloak. The reason people dislike you is because all you post is self-serving bullshit to get your gear buffed.

At this stage we can sort of weather the storm though we can't specialize as much in terms of module use. It would also make the scouts feel too samey imo. Three suits all with the same layout is a bit much |

Not everyone will be rolling around in PC fits. That would increase the code (formulas) that generate the table exponentially! Exponentially I say! Though I could expand the description to explain that you can change the skill and suit bonus yourself in the input sheet, that way you can set it to your current level and the table will update to show you a personalized one. Edit: Though it wouldn't show you weird combinations like 3 enhanced and 1 basic dampener, so I guess there isn't any point in doing that Doesn't the misapplied stacking penalty bug still exist? You'd have to break your math to fit theirs :-) I updated the table to include basic and enhanced profile dampeners because I am in search of CPU for a few of my fits, sadly no luck for me but I guess it could matter for the other scouts in some instances... The stacking order bug is still there and is taken into account in this TABLE, if they fix the bug it will be trivial to change the table to match. After Charlie I think I might be able to fit core locuses on my gal scout . Slightly related, today I got a 6 man remote explosive kill. Best part about it was the uplink was still alive. |

They're nice for killing repper logis so my heavies can deal with them. They also are the only reliable way I've found to clear out the objective nearest the pocket on the acid vat map.
The slot changes look good although I'm kind of dissapointed my gal scout isn't getting a 1/4 slot layout at advanced. |

Melee isn't a bad option to run one or two. At two, you get 350 Melee, which really packs a punch. Run an AR, melt shields and then punch through armor. Tons of fun.-á
Like this:
1x shield 2x Melee
1x ferroscale, 1x speed, 1x damp
2 Myofibrills gets you up to 700 on a Minmatar Commando. Just saying. I know what I'm doing with my spare sp |

I get that but unless they allow more cities to traverse then its not going to be that good. Hopefully the areas are larger in the final game but clearing out an area only for enemies to magically reappear is really lame and ancient game design. That made me really sad to see. I did like the spaceship dropping off more enemies, that is better. Maybe there will be stronghold areas where you need to avoid or just scout out etc. We will see. whenever I tried to explore I would end up fighting seemingly invincible enemies who would kill me in seconds. The entire level system seems overdone. |

What will its effects be? so it can get decent precision with their 2H slots, if that's what they want. Its a supplementary second skill to make sure all of them have two and to even the playing field. that's also why cal is getting a dampening bonus. please swap the precision bonus on gal for a bonus to shotgun dmg or rof. the precision bonus literally only affects the min scout. because of it, a gal scout can run 2 comp prec, 1 comp damp, 1 ferroscale, and 2 kin cats, 1 proto cloak and be unscannable to min scout (while cloaked) yet can scan min scout even if the min uses all of its slots. I mean knives are fun in pubs just because it's funny to kill people with them, but if one needs to pick between always scannable knives and unscannable shotgun in a 1v1 I assume one would be the shotgun. for me the best balance is to give the gal a scout-weapon-specific dmg bonus similar to the min's nk dmg bonus. I would love a bonus to shotguns but its not really fair to all the gal scouts that don't use them. |

Lol, so after battle I squad'ed up with him and the guys I just fought. They pulled me into a PC, got to try it out. Ended in the 3rd position on the killboard. Forgot how much fun a PC battle could be when you have people that actually know what they're doing.
Then I swapped out the rifle on the Gal-Ass for a shotgun. Lol, the stealth-shotgun doesn't work anymore. It's like what happened with the Cal-Scout every time. 2 shots, then dead. On the other hand. Being a big, obvious, glowing target for a Scout shotgunner, then because i'm not an idiot I know when they're sneaking up on me, I blast them in the face. Currently contemplating whether I should get Amar or minmatar assault. I already have proto scrambler and combat rifles. Btw what corp are you in? |

Totally agree; the shotgun needs the old proficiency bonus restored (RoF). It also needs an increase from 5m optimal range. But the shotgun won't get what it needs until we've corrected its over performance. Fixing fire-from-cloak fixes shotgun performance statistics. Temporary underperformance would be fine by me if it paved the way to a healthy shotgun and breach shotgun. I know they don't like to double down on fixes, but do you think this is one we could sell them? Methinks we can't pitch improvements while it's over performing. Need to first fix fire-from-cloak. In what way is it specifically "fire from cloak" You can't hit the fire button. You have to hit the switch weapon button and then fire. Am I mistaken? You can get off the first shot before de-cloak finishes This. It's gotten better, but its apparently still causing problems. The shotgun would be underperforming otherwise.
Edit: Rattati pointed out that performance stats show the SG outperforming all fine rifles except ScR. This is where my use of "OP" is coming from.[/quote] The shotgun is an alpha weapon which means it excels at killing low hp suits. In pubs the vast majority of suits are low hp so the shotgun over performs. This is a perfect example of why you should balance around pc.

IMO the bolt pistol is a terrible weapon. It has a pitiful dps, terrible damage per clip, and a really slow rof, making it useless in 1v1s. It's only really useful at picking off low hp suits that haven't noticed you from range, as moody does in his video. 9/10 times a magsec or a scrambler pistol would serve you better. If you're hesitant to buff damage or rof, a headshot bonus combined with lower falloff should probably do the trick.

Use a shotgun for close up 1 v 1. The bolt pistol is a great side to run with shotty due to its range. I think it's as good as the scrambler pistol from the armour bonus perspective. But within 15m or so...it's terrible. Either close that gap and use SG, or increase it. That said, I haven't used it for a while because I'm always gonna be in love with the scrambler, even since the RoF stealth nerf. Gotta get those headshots yo. Speaking of headshots - and maybe this is just me being slow - anyone ever noticed how much easier it is to get them when you're higher than your opponent? I mean it kind of makes sense when you think about it - but it's not something I would've realised. Scrambler pistol from a rooftop is ridiculous haha. I always use the smg on my shotgun fits. I can't stand when someone backpedals out of my range with just a sliver of health and guns me down. Its also great for baiting people into RE traps

Who is opposed? Who is in favor? Opposed. Dude, get the **** off your high horse. If they play the game differently than the way you do just let them. They're already easy to pick off. The assumption above is that Assault Lite is making a comeback. If the assumption proves false, then we needn't worry. If the assumption proves true, then we'd do well to have a plan. The only reason why Assault Lite would make a comeback is if slayers determine that its as good as -- if not better than -- the new Assault. If the stats indicate that this is the case then we must address it, whether or not doing so adds to or subtracts from our individual playstyles. I propose that doubling movement penalty on plates would be a better response to Assault Lite than the shoehorning and standardization that'd likely follow implementation of efficacy-based bonuses. Not to mention the lack the consensus we'd face in trying to decide which Scout gets which bonus. What would her highness propose?
TL;DR: If there is a balance problem, and we could solve that problem with one small adjustment, why would we not? The only scouts I commonly see using rifles in pc are cal scouts, and a plate nerf wouldn't really effect them.

More armor just means you win tie-breakers, such as when you shoot each other at the same time and you win because you can tank the shot.
If you rely on tanking that shot to win engagements, you REALLY need to improve your shotgun game. Running a rifle on a less than 450 hp suit is very very difficult. Running a shot gun on a <450 hp suit is much easier.

An Auto-Rifle called "Doctor Nope" And later two HMGs (seriously?).
This is after so many decryptions I think I'm almost at level 8 with him now.
I've decided not to bother going with a Faction and just go all out Vanguard and use the Crucible bounties for XP (I decided this after wasting 5 bounties on Dead Orbit).
Went back to the Tower before logging out, talked to Xur or whatever his name is... I'm short of getting the exotic warlock gloves by 1 freaking coin... *facepalm*
Still, not bad for a days work. Tomorrow I'll be running the strike playlist and knocking off all the bounties. RF2 for the fire team (PS4) if you're interested in some crazy PvE challenges (recommend you're 22 or above). I tried playin gDUST today. Got in 1 match that was already in progress then spent 30 minutes trying to get into another to no avail. So I switched back to Destiny and now there's a connection issue there. Clearly the gods of videogames do not want me playing today. I got a Legendary Engram from Crucible. I was so excited. Took it to the Cryptarch and it was a warlock helm. ****. Got another Legendary Engram from crucible and it was a Rare scout rifle. Got another Legendary Engram and it was a Strange Coin. Finally picked up the Legendary Hand Cannon. Bought the Hunters' chest piece from Xur. Bumped me from 23 to 24. I'm 19 rep points away from being able to buy gear with crucible marks... and that connection error!! Vanguard is dumb. I can use Strikes to collect Vanguard Marks but only the vanguard vendor accepts them. So I feel like I'm wasting their rep when I use it for the one I'm building up. Yeah, solo'ing Strikes is so easy in Destiny. Every single map as at least 1 exploitable location in it that makes you basically invincible. Playedin Cruicible with 4 FA guys last night and Symbiotic forks. lol, Symb is my only PSN friend from that group and I saw him on and joined the fireteam. I joined an in-progress match on the other team. I got like 6 enforcer medals from that match becuase it was so one-sided. Then We all played as a single group and it was just mean. i was a bit embarrassed, of the 5 or six games I played with them, fussioncommando actually did better than me in 1 of them. dust works if you change the server region to america

Srsly? If I want to be like Appia and cross into the domain of Assault, I have to commit every available slot to HP. But a Logi can become Scout Hunter extraordinaire at the cost of one slot? EWAR should be the Scout's domain. If others want to play on our level, they'll need to fully commit that path. Otherwise, 300HP EWAR Scouts will be replaced by 1000HP quasi-Scouts.
I was going to say two modules but that seems excessive. An assault shouldn't require 4 CPD and a cloak to be undetected, nor should a logi require 4 CPE to scan at a decent level. Maybe if they reach base precision or profile of a scout?

My tough... Discuss For the new guys in the bar ... Morathi here was one of the Scout Registry's original top Scouts, ranked alongside the likes of Radar, Lightning xVx and Marauder. For reasons which will forever remain unclear, this Scout Hero was biomassed. Following his loss, not a drink was poured or word spoken downstairs for three days. Bojo the Mighty told no jokes for an entire month, and Surt Gods End vowed never again to take a new woman on a weekday. Travi Zyg retired his second favorite knife in tribute and to this day only carries one blade into battle. While this hero is forever lost, a part of his spirit has returned to us in the form of a French-Canadian scrub scout who is known by his PLC, Jeanne d'Arc.
Morathi, I will respond to your thoughts once everyone else has had opportunity; this way I can steal the clever bastards' ideas and not have to think for myself. Except for the Nova Knife; here I am confident that you are dead wrong. Slowly slicing a tank to death is the ultimate "f*ck you, coward, come out and play" and is most honorable form of suicide available to the Scout. really? o_O I happened to kill Jeanne d'Arc IV twice this weekend. Can you guys think of any reason not to set Assault scan precision and range to match that of the Logi? The objective would be to two fold: * Give Assaults reason to use EWAR modules * Further encourage Scouts to dampen Because logistics need to be the best at everything, otherwise how can they support? You don't expect them to use Equipment, do you? Actually, I'd rather the Assaults have a matching range but -5 to profile instead of precision. While Scouts, the only light frame, have true dominion over the scan categories have Medium Frames split them up. Logistics have Precision as it's a group oriented ability while giving Assaults better dampening because it's a solitary ability. Both being capable of interacting on the EWAR table. This. I feel like a low profile fits the assault role better than better scan precision

Question to all you pc vets. On what maps is it faster to run to the city instead of taking a dropship?
On a more related note, I'm all for greater penalties on plates as long as ferros and reactives aren't touched. Maybe shield extenders could also get their current penalty replaced with one to scan profile?

This is 100% correct. When you have three sentinels on a point with a logi, the only way to kill them is to spam sentinels right back at them, or with an RE. The reason assaults aren't used that frequently in pc is because of the maps. The majority of fighting is in cqc where shotguns and hmgs thrive.

Increases movement penalties on scouts are about as effective as 2 second during delay coupled with 2 second decloak animation.
Also, Shotty, i meant the way you described the inability to cycle weapons while coming out of cloak is a Nerf to Knifers because of the terrible actualization of the wheel to select your sidearm. Most of the pc shotgunners I know do not run plates, or at most they use one reactive/ferro.

What is needed is an instant decloak with a one second fire delay before being able to fire.
I am not sure why things were changed the way they were. Thanks guys, yes we did some changes, not ninja though it's all documented on the Features and Ideas forum. Changing the decloak animation to zero as we ended up doing before 1.9, was a hack. We always wanted to have cloaked players gradually appear with the swirling animation, as it actually is more noticieable than just "tada!". So now with put down delay, we added the animation back. As you don't see the animation in1st person, it may seem that you are firing out of cloak but you will be appearing in 3rd person view. Even if not 100% perfect, we didn't want to shaft the cloak, we want it to be just right and do small steps. Today's cloak is an improvement, and the better news is that the delay works as intended and we can continue working on it, which was only possible after the code change in 1.9. Hope that clears that up. I'm asuming he didn't see this https://www.youtube.com/watch?v=khwz82yRZH0&feature=youtu.be

Any suit with more base HP could get more from using them so the cap on HP would be a totally natural one. This would require revisiting all frames basic HP values but we could have really good stuff with this.
If shield extenders (or armor plates) were +10%, with stacking penalties, frames that are tanky stay tanky, frames that are light get a lot less, and abuse automatically becomes impossible. It also fits in perfectly since the modules are enhancing the frames built in performance, not adding new functionality.
Scout: 150 Shield +10% -> +15 HP and if you stack a second shield extender then stacking penalties begin as normal
Assault with 300 Armor +10% armor plate -> 330 Armor, adding another plate would stacking penalty
Heavy with 600 Shield +10% -> +60 HP, again, adding more would have stacking penalties from there.
Just an idea. Rattati said "This will never happen"

Realized I still had Range Extenders and Precision Enhancers on it. Duh. Wasted space. Which reminded me of my old AM Scout loadouts. Hadn't used 'em much at all since Falloff. Over the next 5-6 matches, I tried my best to come up with a killer AM Scout loadout that I'd actually want to run. After many beatdowns, settled on a ~500HP damage amp'd Fine Rifle fit. Next step was to compare that fit's performance against a damage amp'd CalScout Fine Rifle fit. There's no comparison. The CA Scout is in every way superior. All that to say ... I can truly think of no reason to run any AM Scout fit at the moment. The precision bonus is now nearly useless and easily outshined by Active Scanner. CA Scout makes for a far better ranged fighter. GA and MN Scout are far better CQC fighters. Very interested to see what Rattati has in mind for the AM Scout. The range amp nerf was far too severe imo. Reduce it a bit and see what happens
