Don't worry the guys will be back - I hear they're waiting for Charlie. He's here with me and was preparing to leave, but I've held him hostage and am coercing him into fixing my Shottie when he gets to you. Thing is he keeps saying it's impossible without a new motherboard. I told him to farking find one but he said it's not compatible with my suit. Bloody liar.
He did show me a new knife he made though. Says it's better than the old one; it looks a little longer and has had a power upgrade. It looks promising actually. He also showed me a new suit. It looks powerful, much more so than my old thing. I was tempted to remove the new HP module he installed on it, but apparently its locked in. Instead I just defaced it with the words "Scouts of 1.7 unite". I wonder if the cycle is about to continue.

Also looking at the 8% PRO sidearm damage mod - might try Pistol plus Knives again. Ran that during the Shinobi event - died a lot but hella fun. With 1-2 damage mods, might be interesting.

I haven't knifed much for a while, but it's always been difficult. Part of that is when mercs backpedal. You need to close the gap fast if one opened up to stay alive. I think if you don't get the OHK (which relies on a combination of hit detection, landing both blades, and mercs that don't stay still), *and* they've got a sighter on you and aren't rotating and strafing wildly to get you in their sights, you're probably better off switching to whatever other weapon it is you're running, coz you ain't gonna catch em.

A delta of less than a second probably won't be noticeable. But I think it will help combined with all the other changes.
They could buff walk speed of all scouts instead but that doesn't fix the problem of bad movement mechanics. I would venture to say most games backward movement is almost half or less. Changing it to 90% won't make hardly a difference. I remember when they changed strafed speed yo 90% and I didn't notice a thing.

My solution would be much more involved. The problem is that we have several different classes and they all have different speeds. Balancing that is difficult. What would be required would be to go back and tweak all the speeds so circle strafing isn't such an easy mechanic.
You need heavys yo be able to actually move. And you need scouts to have the chance of dodging bullets but remaining squishy.

Let me try and clarify, in case that's needed:
Reducing backpedal speed won't matter that much because people will still bunnyhop all over the place unpredictably. It's not possible to stick to a bunnyhopping target perfectly with knives, they're just too short ranged.
I have this on both ends of the knives. When I'm knifing, I have the most problem with targets who bunnyhop about rather than just backpedal. When I'm getting attacked by a knifer, the first thing I do is bunnyhop.

His logic was fairly straight forward. Bonuses need to take into account the slot layout of the suit. I forget what page but he listed the basic principles he was working towards. One of them was that every scout should be able to beat all scans if they fill all their lows with Damps and have a Proto cloak on. With the exception of Gallente who can get away with just all lows being Damps.
Caldari and Amarr will be the closest to an Assault suit still as their bonuses apply to the modules it has the least of, thus encouraging it to fill the others with tank, which fits the lore I guess.
While I still don't like the idea of anybody having passive precision this seems to be the best we're going to get (I miss the days of Scout v Scout being a blind fight) Not that it matters, I turn on my PS3 about once a month now let alone play Dust.

Look at the Galscout. It has its primary dampening bonus and a significantly weaker version of the Amarr one. The Calscout has the same dampening bonus as the Galscout and a gigantic scan range bonus. While no other scout has a version of that bonus it's at a massive 50%. Really?
The Amarr scout gets one strongish bonus. The Galscout gets its strong dampening bonus plus a much weaker version of the Amarr bonus. The Calscout gets the same strong dampening bonus, plus a very strong scan range bonus.
Then the Minscout is kind of its own thing, I guess.

Rattati put together a spreadsheet for us ... I wish I'd saved the link. He used racial bonuses to "normalize" scan range and profile potentials, such that the max scan ranges of ewar scouts are more closely grouped and max profile of all scouts can reach competitive levels.
The percentages are odd, as they were derived backwards from target values. They'll get even more odd once we start talking efficacy bonuses.

lol, now it's flipped entirely and it's precision.
Also, 50% bonus on the Cal isn't a big deal. You have to choose between dampening and range amps. Otherwise you're stuck in this awkward place of "Those med frames scanners can't see me! even if every other scout and Gal-logis can >.>"
And If I wanted to, my Amarr scout can have a longer scan range, if I was willing to sacrifice 2 extra modules in place of what's probably going to be 2 complex plates.

Cal scout will scan infantry. With large range and a few precision mods, they'll scan practically anything that isn't a scout.
It will hopefully force assaults to waste a slot or two to damp if they want to not be scanned. Like the good old days

it's be nice if post-charlie some modules' slots got flipped. no one should have a bonus that competes with itself for slot space.

I'm pretty sure that's goal ... using mechanical means to prevent a given suit's attributes from being too strong.
Examples:
"We can't give the Caldari Scout a precision bonus, because it has four highs ... " "We can't give Amarr Scout a range bonus, because it has four lows ... " "We can't give the GA Scout a damp bonus, because it'll run one damp and three plates ..." "Instead, let's equalize them such that one can't do anything substantially better than the next."
^ Not saying that I agree with this thinking, but I can definitely understand it.

Fully Charged Knife deals around 1300 damage with both connecting.
Flaylock has 235 damage per splash vs. Armor. 705 in a clip.
This should be good. That and I can finally dodge scans!

I've been running something similar for kicks ... and charlie practice :-) TY-5 and TT-3 were OK alternatives to M209. Tried swapping in an Adv MagSec ... terrible. Might have to give it a shot with that Flaylock.
