cloak is invisible if you use it OUTSIDE, IN LIGHT.
it is more visible if you use it inside or in shadows.
This is quasi-reasonable.
If you reduce shimmer, then it would warrant an increase in declock delay, rather than a decrease.
The whole point of that 'feature' is to reduce its effectiveness in assassination.
you want to go back to assassination-from-cloak style. and that's too bad cause it aint coming back.
