the rest is the same I wouldn't use the 2x enhanced dampeners, instead swap them for kin cats. Minmatar scouts really depend on their speed, and since they have no bonus to dampening, you will be seen rather easily by other scouts still. Other than that, good fit.

Advanced scans are 36dB. Proto scans are 28dB. GalLogi proto scans are 21dB.
Running two enhanced damps nets you zero benefit in terms of beating Active Scanners unless you're running adv/pro cloaked.

They held the point with a squad of heavies with GAL Logi support with scanners.
Scanned, I was on the balcony above the objective and they kept sending in grunts from the roof to take me out. I got gud with my new knives that match. Couldn't do a thing about the objective, but distracting 6-8 guys just by being nearby was worth it!

As to your original question:
This thread was originally started as the Scout Registry shortly after official release when scouts were under performing so greatly that approximately 5% of the population were scouts. This of course when SP was at a much greater premium.
The intention was to document scout disparities and to discuss problems and issues regarding builds as they came. Unfortunately we were told that changes were coming, month after month, to the point where the Registry as it has been started simply shut down. That is until the delay between 1.7 and 1.8 during which we started to go off topic more and bond as a community, which earned us a lock, only to be saved and moved from GD to the Locker Room.
Now it is essentially a social hub for all the original scouts and anyone else who wishes to stop by and talk Dust, balancing, or any other number of off topic things.

Oh cool, what are your thoughts on the Minmatar scout, I think it is not in the same class as the other scouts but in a class of its own due to no EWAR bonuses and instead bonuses to Nova Knifing Damage and Hacking Speed.

The cloak changes really hurt us as much as anything, as we were more dependent on it because of EWAR.
We'll see how it handles when backpedal speed is reduced.
Amarr is the one that really needs help as it has no role.

Aye It does excellent with that aspect now though, so either changes to how existing stats work or a whole new bonus may be in order. Another option would be to increase Range Extenders effectiveness to make the precision bonus cover a useful area, and/or one of the stamina changes. Personally I think range extenders are almost useless in their current form, and Fall damage needs a looking at so I lean towards those changes. As a note I run all four scout suitsGǪ Amarr is in the worst place, but is not as bad off as the Minja once was. It is a closer fix to balance at this point in the game than we have ever seen. Or so I see it.
