When Chromosome 1.0 hit, scouts were incredibly under powered. While we don't know the number, at the time it was estimated scout populations were around 200, but certainly not significantly more.
As a result, this thread was started by Shotty GoBang, a dedicated scout, to try and bring CCP's attention to the issues that scouts were then experiencing in order for them to be a more viable play style. It was a place to discuss scoutly issues and ideas.
Since then, a community of scouts was built, as CCP had initially ignored this thread (except for the time they briefly locked the thread, just before it was re opened and moved from General Discussions to here) until Rattati showed up after FF 2014.
It is still a place where we discuss scoutly things, but we also discuss overall balance and other game ideas, and go off topic many many many times.

Everyone get in a squad. Put 10 mil on the table and race to the bottom. Basic Gear only allowed (So that you don't burn through it too fast).
First to lose 10 mil is done, nothing extra.
2nd has to pay an additional 10% to corp funds
3rd has to pay 20%
So on up to 5th who pays 50%
At the end of the night, we are all 10mil broker, and the corp gets 10 mil to donate to a newbro.

NEVER hand out lump sums.
If someone wants to learn, sponsor them for "X" amount. Pay on a "ISK per death" basis when in squad learning from a director.
"Good job last round. Oh, hey. You died 8 times, here is 250k for that round"
They run good fits, and probably pocket the rest. After a while, they will get the full amount, and also a lot of training, advice, and practice.
