I think that is supposed to be the case but doesn't work. I got a friend to star playng a few months back & he got all the newsletteritems. Maybe it's based on the creation date of the PSN account?

Regarding the Scanning changes, I have:
0 fits with Range Amps.
I barely use Precision Enhancers.
At least 1 cPD on all my Scout suits so that I can avoid Active Scanners.
Barely use Cloaks any more since they are just too cumbersome to use. It's the not being able to sprint after starting decloaking that gets to me, or rather that you decloak but do not change to a weapon if you hit the sprint button too soon.
