The US military does a lot of training in Australia. There's been a couple of incidents of US Navy guys getting into bar fights.
There's a couple of permanent bases. One up in Darwin (Marines I think), the other down in the middle of the outback (CIA probably). They're out in the middle of nowhere in a state twice the size of Texas with a total population of ~200k so nobody really cares.
Australia has been used a lot for anything to do with space. Being basically on the opposite side of the world it allows NASA or whoever to put comms so they can still send and receive radio signals when the pesky earth turns and faces the US the wrong way. This was done during the Apollo Moon landings.

on another note I really think the scout is OP as a combat role, which stems (IMO) from broken ewar system, broken hitbox, etc. It's also UP in some cases, like cloack and scanning being only ewar, another form of sprint bug introduced by the cloak, ****** map design (my 10 m/s scout gets stuck on a piece of pebble half of the time), no real role, cloack bonus which i rather not use, etc.
