I honestly think that your own personal Proximity Scanner will be the best tool. Since scans will come back, less people will think of the "YOU'VE BEEN SCANNED" popping up on the screen, and should give you some room to work.
As for PC scout? I think I'll still be viable. Even if not, I'll have Proto Min Assault and Min Commando, which gives you a lot of room to work in PC.

I think Ghost is really missing the point. Decloaking to use an active scanner and re-cloaking is the same as just decloaking for access to passive scans and re-cloaking.
As someone that would rather play solo than play with other people I don't have a mic or when I refuse to play with people that don't have mics, I get your point Rex.

Looking back I completely missed that. Granted, I run ZERO eWAR on my scout. Hell, I don't even have Precision or Range to V.
I just sit back damped and carefully observe to see who is on the point. And then wait until they overextend. Hack the point and defend. Cloaking while moving is dumb because of the false sense of security (In high traffic areas), so I just have gotten used to the old style of dodging scans with damps, and using speed and cover to my advantage.
I would start bringing an active scanner to augment my horrid eWAR by letting me see what is on a point beforehand, rather than cloaking and walking up and seeing far too much for me to handle.

Seems like you are worried for the cloak and EW thing, certainly it would not be easy like it was before, but i think this change it's fair, afterall when you see where is your enemy, you have an entire library of tactics to use to defeat him, while he only have one chance. Things are going in the right direction, at least for the balancing aspect of the game, the rest of 1.9 is a moneygrabber thing, but afterall for us it's a game, for CCP is both a game and a job, can't blame them for this.

Exactly my point of view, though I wanna see how the delay works out first before lengthening it. Shared passives are a bane to balancing this game. Range nerf is unnecessary and completely stupid. Haerr, why???!!!! In fairness to Haerr, he requested that the scanning precision increase to 99. While it is effectively the same, it is distinct enough a difference for me to not hold it against Haerr too much. But he may be knifed when he is not looking.

It feels as if part of the reason that the cloak range thing went into 1.9 is this:

I feel more nerfs coming our way.
I don't know what will happen with heavies given the Active Scanner situation. If Mediums can be convinced to EWAR up, then it might be good for the Medium/Heavy Frame dynamic. If the Active Scanner situation merely spams Medium positions with little recourse for them, then it will continue to be a heavy bonanza.
A heavy's weakness is supposed to be ambushes and flanks from multiple opponents. If they end up seeing them coming...

I understand, in my opinion, i use cloak to move in open spaces and to hack installations, i can be sorrounded by enemies and keep hacking, sincerely i don't care if i can see them in passive or not i would hack anyway, from tomorrow i will just have to pay attention when i turn around. Cloak while hacking objective is "almost" useless (if solo), the letters blink and not all enemies are so unaware.
But after all i agree, cloak nerf will hurt more scout than light assault, i've skilled level 3 cal scout, i play light assault with it, fast recovery is the key, but if you have fast recovery with a lot HP it becomes unbalanced.

CRUs are the worst because of people just popping in. On another note, I just realised I'm in the UK and not Bermuda, which means downtime is midday not morning.
