I have only been OHKd a handful of times since 1.8 thanks to the cloak. It doesn't really bother me.
The only thing that really bothers me is that the directional indicator isn't very good a lot of times, and with a head shot doesn't give me an opportunity to dispatch the sniper. I just want more of a chance to find them.

I just like looking at the sniper rifle like this:
The Scout suit was under performing from 1.0 to 1.7 CCP's ideas were to nerf the suit to make up for giving it a bonus. IWS championed the scout's cause by giving the suits a buff without having to take something else away.
Sniper Rifle has been underperforming from 1.0 to present CCP's idea is to nerf the range of the weapon to make up for any bonus IWS champion's CCP's ideas

because at 527 the only way for a sniper to kill you in a body shot is a Thale's + 3 damage mods + commando bonus. take 1 of those bonuses away and you walk away

Anyways based on some expanded feedback
Lower Charge and Thales base damage Upped the headshot multiplier to keep nearly the same headshot damage profile.
