Sniper Rifle and Nova Knives? That's some dedication to extreme of combat ranges.
One of the best ways to increase survival is to switch out the Nova Knives for SMG, Magsec SMG, or Scrambler Pistol. The second best way, if you insist on using that weapon combo is to use the Tactical Sniper Rilfe and quick-scope. The next best tip I can give you is to always look at the distance between you and your targets. Always stay outside 300 meters.
When using a sniper rifle your typical enemies are: vehicles with scanners, Forge Gunners, and other snipers.
Vehicles with scanners: PRO vehicle scanner, which more than likely won't be used will not be able to detect your scout suits if you have maxed out the skill, "Profile Dampening." The further away you are, the more time you have to notice one of these people. You have the choices of hiding or running away when that happens.
Forge Gunners: These guys have the ability to kill a dropsuit in a single hit. You do not. Forge Gun suffers from hit-detection errors on a relatively non-existent basis. The Sniper Rifle is rife with hit-detection issues. All the more reason to stay away from them. They are the main reason you want to say outside 300 meters. You want to stay outside their range.
Other Snipers: This one is easy. All you need is a EHP value of 450 where the ratio of Shield HP to Armor HP is 1.75 : 2.461 So, 0 armor HP and 790 shield. Or 0 shields and 1110 armor. Or 75 shield HP and 785 armor. Essentially, you need to be able to survive a shot from another sniper to your head.
Roaming vs camping: People get it in their heads that being a roaming sniper is a possibility. It's not. The number of points on the map you can successfully use to kill people while staying outside their optimal range is pathetically low. A roaming sniper will spend more time running around and running away then they will shooting or aiming. A good game for a roaming sniper will be closer to 5 kills and 2 deaths. The camping sniper will have chosen a spot with clear line of sight on important locations or on areas with heavy foot traffic. By staying in a single place, this gives you more opportunities and a better sense of defense.
So... if roaming is bad, that means mobility isn't important any more. If HP is important and mobility is not, if favors armor plates. If you're not moving and you want increased HP. . . the purpose of a Scout suit is being voided.
TL;DR: Don't be a sniper in a Scout suit. The cons outweigh the pros for using a Scout suits.
Hold hope that maybe the machinations of Symbioticforks, myself, and a few others works out so that you have that option against, but as far as right now goes, sniping in a scout suit is a waste of space on your team.

Or I could use my vehcile alt and spec one out. While fun they're really vulnerable to tanks, even blue ones can run you over Actually I have a bunch of turbos or whatever they're called from way back when they took them from the market. I've been holding onto them planning on selling them but looks like that plan is over. Man I've held on to so much stuff just planning to sell it. Hey, be it Lav, Dropship, Assault Dropship or HAV it's fun to gun. Used to do it quite a bit with the people in 1st airborne until they removed the necessity of having them.
I do that when I'm board. "hey guys, want to demonstrate how absolutely unbalanced turrets are against infantry? Missiles or Rails?" I ask, then before they can respond, "Too slow, here's my ship." Then we proceed to accumulate many war points, I go KDR positive because I usually get a road kill or 2 and they go KDR positive because missiles and rail guns are OP as hell and even MLT weapons on a MLT dropship are a sure way to do well in a match.

Valid points and I can certainly see how you came to your conclusion.
Allow me to retort. /samjackson
I run the Minmatar scout suit, as you know. And I have no SP invested into any other suits. It is, quite literally, my only option for sniping at the moment. I snipe in the M/1-Series suit because it has three highs, in which I have three damage mods (Enh, not yet able to invest SP in the Comps - too much other stuff I need with higher priority). In the lows, I run 2x cDamps. I run the Charge and the Thale's on that dropsuit. The Charge, I carry a compact and an uplink (which I may or may not use - if I get countersniped, I'm not going back to that position because the enemy sniper knows where I was... and by him killing me, or her, I'll have a decent idea where they are - so at that point, the uplink, if they've seen it as well, is a red herring for them to watch/keep checking on while I'm repositioning to end their sniping run). With the Thale's, I run two Compacts, because I'll be damned if some blueberry with a forge gun is going to spawn in on my sniper nest and give my position away with his blinding blue beacon of death. Because I'm rarely in the redline. There's only a couple of maps where my favorite spots are in the red.
As you know, the Compact Nanohive gives you a very small dome of effect and 2 refills for a SR, making it useful and very concealable as compared to the regular nanohive which gives away so many snipers' positions. I will occasionally give a cursory sweep of the scope (and without the scope) of common sniper hides, looking for that dome of effect. Sometimes, without the scope, you'll see it through a mountain across the map because CCP doesn't know how to code rendering in their game. When I see the dome that way, I feel slightly bad about killing that sniper - because through the scope, his nanohive was hidden but CCP got him killed. C'est la vie, mais non?
The purpose of the damps is to hide me from most of the scouts who will come looking, and from all of the non-scouts. I'm not worried about LAV scanners, I'm only worried about specialized scanning scouts - of which there are fewer now than before. I'm considering running an mk.0 scout for the third damp. When I can run the Calmando suit, I will likely take advantage of the luxury of having a suit that can tank a headshot from a Charge rifle, but until that day comes, I do well enough, and feel safe enough, sniping in my scout frame.
A word on mobility:
Some maps have only a few 'decent' sniper perches. Often an enemy sniper will be reported, and I make sure my squad knows to tell me his rifle, his suit, where they were when they died and what the range was. I will then look at the map and figure out where I'd be to snipe into that location. If the likely spots are in view from my location, I'll sweep them. If I can't see the sniper, or if the likely spots are outside my vantage... I will move, relying on my damps to keep me out of trouble as much as possible. My sidearm when running the Charge rifle? ZN-28's. With the Thale's? Adv SMG.
Do I die sometimes, because of not being in the red and not sniping in a 900+ hp suit? Sure. But I also stop hacks, counterhacks and eliminate Proto gallogi suits with 900+ hp and the occasional proto sentinel suit who wasn't near enough to cover to avoid my followup shot after the first headshot panics him. With Sentinel snipers, even if I don't get the kill, usually that's one Thale's that's no longer a threat to my team. I've found snipers in the Calmando suit to be more persistent and cagey... but they still die. If they outsnipe me in our duel, I'll just go stab them in the redline, and I don't care if I have to use (and lose) a Viper to do it.

I should note, though, that if you're intending the knives as your secondary weapon, if you run out of ammo on your primary, you will always be caught out by not having a fallback gun. If you're swapping from AR to knives because someone's gotten in too close, you'll die in that second it takes to charge the knives OR you'll die because they survive the uncharged slashes, OR you'll die because you miss with the knives. IMO, any gun is the secondary to your knives - if you're going to carry the blades, you gotta commit to living and dying by the blades.

Meh, forget about running proto suits. I normally run advanced and it works just great. OR the aur suits from the NK event. I still have 175 or so of those. The extra 5% dmg to NKs is nice, but overall its a huge SP climb to get proto for something you likely won't use that frequently. I normally just feel bad running proto unless its a real close game. I've ran proto probably a grand total of 50 times outside of PC in the two years I have been playing.

Wednesday to Friday, means at least 6 hours a day. Thats not casual by any means. I am lucky to get 3 hrs of play in a day. I'm out of work at the moment, but not playing in unbroken stretches. I play in between searching for work, getting the 8 year old sorted, helping my gf with whatever she needs help with, taking care of stuff around the house, etc. If I were working, I'd probably still cap by Sunday on non-SP event weeks.
