no idea. been running around in amarr logi and galmandos, with breach shotguns. little bit of galass with ar. now i cant be bothered to play coz DUST
anyway...when i do scout i have so little hp that there's very few situations where recharge ever happens.

Early impressions:
AM Scout: Haven't tested
CA Scout: Seems to perform slightly worse than before
MN Scout: Seems to perform slightly better than before
GA Scout: Feels pretty much the same
Performance relative to other classes:
Feels worse than before.
Note:
I've run more assault than scout since the update.

Minja gameplay has not changed for me in anyway. Still gank with knives or die kind of deal really XD.
Amarr and gal performance has also not changed in the slightest with my play style of ghost gal and hunter amarr.
The only positive change is the breach shotgun on my amarr fit making everyone I hit my *****! More so on my galmando XD
So overall no breaking I've noticed **** all difference in my scouts them selves but a postive change to the breach.

Have not played muchGǪ but I've run all the scouts a few matches
Gal ScoutGǪ Tac AR not as viable against the mass amount of Gal Medium suits I run into. Not surprising armour suits should be harder vs the AR. Survivability seems about the same,
Cal ScoutGǪ Dying more. Shield changes mean nothing to the Calscout even running shield mods. Not enough lifespan to matter. Not surviving long enough to get many kills. Regen means nothing for this suit.
Amarr ScoutGǪ I run ScR on this suit. I know longer win most engagements before people can react. Luckily I have enough Armour that I can kill off my targets, though now I have to actually use my sidearm. Shield regen is a benefit because I have my buffer back faster now. Net gain to Armour for the regen changes 
MinjaGǪ Same as always, naked stabbing so no noticeable change.

Worst case scenario, they convince the court that you're unable to provide for a child, you lose your kid and you're out thousands in legal fees. Best case scenario, your lawyer convinces the court that you're in a better position to provide for the kid than the maternal grandparents, but you're still out thousands in legal fees. I'm sure you're already on it, but I thought I should say something just in case. This exact scenario happened with an acquaintance a few years back. The guy wanted nothing to do with the baby; his parents were of a different mind; the girl (my acquaintance) eventually won custody, but it was a long, drawn out and expensive nightmare. All that to say, play it smart upfront!

Yesterday, in my Cow Dairy Scout, which I usually run all shield extenders in highs because #ShieldsAreEpic... I survived a CQC battle with a sentinel... I survived with 2 Armor left after the battle... I won because he fell of a ledge and died... I'm too lazy to get my exact fit details... but I know I run a ARR and a Magsex on it... I was CQCing the heavy with the Magsex... After the intense battle I then preceded to jerk off furiously with joy before that though... my shields were already to full HP in like 2-3 seconds... I was happy...
TD;LR I fucked a Sent in my Cal Scout in CQC with a Magsex barely, He died due to falling off a ledge, survived on 2 Armor, jerked off furiously, and then got all my shields back in 2-3 seconds.

As a sniper, I have noticed missing 2 consecutive shots vs a non-tank cal or min detrimental for ever getting a kill. On the field, I just got my cal scout apex, and run mostly cfw. I suck at cqc, but I go way positive in cqc with these changes.
all scouts are hard to snipe due to speed, but armour are easier and more forgiving. A missed shot means a missed kill if regulators are used on a shield scout strafe.
Now running a pure cal light appex, I am not dying much as intended. I get shot, I run, regen, hit a flank, apply more damage with my RR, and get some kills.
When I look down my scope, all I see are dead people.

I haven't used the Caldari Scout much, but the buff to the Minmatar allowed for more knifing time thanks to the quick recovery.
On my gallente scout, I didn't notice any change in performance. Well, maybe quicker recovery from fall damage...

On the scout suits, the change is not really a drastic, so... Meh.
