Raiding is worded ambiguously and doesn't indicate whether "raiding" is an entirely different attack mode they'll be introducing or just a word for attacking a district with a different goal in mind. I was assuming it meant an entirely different mode.

If raids are a separate mode that you can just queue into then everyone and their mother is going to raid a district as soon and as often as they can, because they can essentially do it without penalty. There's nothing else they would want to spend CP on. If this happens, then anyone who owns a district will be under siege constantly, and if they slip up once in any myriad of ways then they immediately lose their property. That's what I'm talking about. It doesn't matter how profitable you make owning a district, the cost of keeping them for any period of time will vastly outweigh the rewards.

I imagine that Raids will be restricted by attack timer rather than executable around the clock. Overall, it sounds to me as though Raids and Attacks share far more similarities than differences. Something like that, yeah. I'm eager for more details on CP costs and all that, since right now we have no idea how often we'd be able to raid others. I guess this also means that (unfortunately) I might have to look into acquiring an APEX suit for the purposes of raiding. I don't see Raiding as having similar opportunities of pay and salvage, simply because then it would really be too similar to regular PC. When you are a Pirate, you loot and GTFO. You don't plan on stealing away their customers like a hostile corporate takeover or something. I think the rewards will be less, as there should rightfully be a lower CP cost vs PC, or else newer/smaller corps would still have a high barrier to entry. If the rewards are too great, then it would make more sense for corps to raid instead of hold districts. I see Raiding as burglary, you get in, you do some damage, you take some of the profits (clones, ISK, DK etc) for yourself, while not having any real desire to hold the district. IMO, if you really want to "flip" or "Ransom" districts, that would be more of a regular PC. I think if the timers are too closely related to PC, then it really kind of defeats the purpose. There are SUPPOSED to be lots of smaller corps making a nuisance of themselves attacking the establishment. If Corps want to hold land, they need to not over exert themselves, or lean on their Alliance. The CP costs, while low enough to allow entry for a reasonably small sized corp, should be significant enough that they can't simply attack relentlessly. If CP is tied to missions, at best you can get 10 chances of CP a day, which will also limit the ability of smaller, newer, or more casual corps from having a significant enough CP daily/weekly CP flow to just go Raiding bananas.
