decent weapons... and a 27dB passive scan precision, along with 27db profile and 2hp regen/tic
and 380 EHP
a bit on the slow side of course, with amarr+armor. But I'm learning to love it

I think your point about there not being a problem with a logi passive scanner would be alright if it didn't overlap so much with the Amarr bonuses, and I do think that a change for them to have biotics makes the most sense. The range amp nerf just hit them too hard.

With regards to Assaults, I think we have two problems. One is the EWAR, the other is the mobility/HP in combination. Especially as they are squad only. If people feel they can't run their scout suits because they are always being scanned, then I've yet to hear about it. Extreme focused scanning use, to specifically counter all but the most damped scouts, is fine as long as people feel it's enough of a sacrifice to prevent the tactic being used often. If the majority of PCs have widespread focused scanner use, so only Gal scouts with 3 damps are viable, then it's a problem. I don't believe we are at that point. Regarding assaults, I think they are mostly ok. Minmatar assaults probably have too much of a good combination of speed, hp and stamina. I like the stats that have been pointed out about their hp being too high. Perhaps also they could have their PG reduced so that, like Min scouts, they are balanced by difficult fitting constraints. I feel there is room in the balance for reduced cloak shimmer. Also theres the issue of high slot codebreakers. I still think they would be great for Min scouts, but I understand people's objection to it. I think range amps may have to stay terrible if we can't fix the inner ring problem. Yay for biotics Amarr! Just bear in mind last time it was mentioned, people outside the barbershop were against it.

You don't want your Amarr scout sitting in a pack of heavies trying to be a radar dish. You want them out placing links in fun places, destoying enemy links, hacking stuff, flanking, ambushing. All the stuff any other scout does. Passive scans are still useful for these tasks. I do agree however, that the Amarr bonus, compared to other scouts, seems poor. Even though I dispute that it is useless, or redundant due to passive scanning logis.

I would suggest that most equipment usage stats are pointless in comparison to each other in regards to tier because equipment efficacy varies so much between tier. I would argue, for instance, that ADV nanohives are actually often better than the proto ones.

The ion pistol might be actually usable if it didn't insist on overheating every damn time when I'm not even trying to charge it. Seriously, why does it have an overheat mechanic like that?

This is anecdotal since I only played 2.75 games today, but its been awhile since I noticed lots of active scans.
Today, I didn't notice any, at least not team shared. And at least one game had only 1 squad on my side with more than 1 person (a two man squad).
As an aside, the games themselves were weird.
The first was a stomp at Ashlands that I came into partway in. They already had 4 objectives, but the blues did an admirable job pushing with what they had. I finally realized I needed to get on the pipes, and I took out 5 ULs, but it was too late to really be effective. One thing I like about the new MM is that even when games are not competitive (people leaving?), you have a bunch of blues still making an effort as opposed to the pre MM where it was like 4 or 5 people still trying.
Second and third games were also relatively one sided, but it felt like there were a lot of bad/new players. Did I get downgraded? vOv
In one game, I got 3 separate RE kills from people not fluxing the objectives. I knifed a shotgunner in the face (how bad do you have to be to let THAT happen?), and had another instance where someone had me pinned near one of the columns on upper objective in the Gal Research city. Instead of making a wide bearth around the column in case I had a SG/NKs, he came right around and basically let me knife him. I am not used to bad play lately given the new MM lately.
The next game, I also got some kills I wouldn't normally, and ran into the oddest CQC vs Sentinel ever. He stacked Myos. And was jumping like crazy, like over my head crazy. It was to say the least, ineffective. It took forever for me to finally track down his position because we were basically on top of each other, and I don't know what made him think the jumping was the best evasive maneuver. Eventually I did get him though.
I also had the pleasure of knifing a heavy/logi combo in one of those new electrical buildings, then had the heavy spawn back in, and got him again. Lots of blue support was in that game, so it was fun.

We are just in a transitional period that started with the keep-what-you-destroy change in PC.

I love my Ion Pistol. Prof III, worth.
I very rarely overheat it unintentionally. Gotta have a light trigger finger. If you hold it down a bit too long, it will start to overheat over 4-5 shots.

That's what I mean.
I'd rather lob a core and actually kill someone. Possibly several someones. The charge shot is definitely the best part, though.
