I took the advice I got here and started toying with other suits/weapons, from this I have learned a few things, the most prominent being that I now despise using gallente weapons in any way shape or form. (Oh and that the assault scrambler is terrifying)
I fought a Minja in my self imposed exile, an extremely crafty assassin that used almost exclusively blades, and I felt a sense of longing. I believe it is time to return to my true role, and I shall be proud of my Brutor heritage once more.

The facility doesn't affect sidearms. I don't know if it affects sidearms in the light weapon slot but I seriously doubt it.
Correct, the facility is jimmy rigged to work with light and heavy weapons. The slots don't actually matter. Commandos get the bonus to both weapons, for example.
It's not inconceivable that there will be a sidearm version in the future.

I don't think it was geared towards us vets, or those wearing Proto Cloaks.
Of course, if you were one of the few already wearing one of the lower tier cloaks, you get a bonus as well.

I don't know what the difference is either, but I do know when KinCats and Knives were reduced by 1 PG each, I was able to suddenly do things with my M-1s I had never been able to do before.
It is surprising how a small change like that can make such a big impact. I myself thought it would be meaningless prior to actually seeing the changes in effect.

Too slow. So I changed it up, sac'ed some more EWAR for a third kincat. Ohhh **** yeah now we're cooking.
On paper I look at this thing and it beats any which way of fitting a min scout you care to conceive, short of it won't do knives like a Minja can. Which is ultra-situational. And I sighed a sad sigh. I think my Min Scout may be going toward the dustbin. The one that takes metal recyclables.

I have both a Level 3 MinAss and just skilled into Gal Scout.
Minja just seems too non viable, with too many people telling me its fine to hope that it will get fixed.

I was running it before with just 2 kincats and an extra dampener, but it felt sluggish. That third makes a big difference, and I can always put the extra back on if getting scanned much.

Actually there is a sound effect for getting someone in the head with flaylock and nova knives, but no +60. It's a much more subtle sound, with a small echo kind of like a: VOOOOM, voom... vom. It's really low though. I suspect other projectile weapons have the same (forge gun?)
Nova Knives do 150% damage on headshot. I relied on it HEAVILY during the sidearm challenge. Getting people in the head with nova knives is best done from their flank, not from their back. You want to stab them in the face, literally.

Its almost like there is a bit more space between someone when you hit them from behind than when you go from the front or side.
Perhaps it is all in my head, but I particularly notice it on stationary targets like hackers.
