2.6% faster isn't a 3rd bonus; it normalizes the speed gap which separates Scouts from their Assault counterparts:
Before Gallente: 9.00% Caldari: 9.00% Amarr: 9.38% Minmatar: 6.60%
After Gallente: 9.00% Caldari: 9.00% Amarr: 9.38% Minmatar: 9.38%
Our class bonus is already cloak-based; I wouldn't want to double down on efficacy of an item that some might not even use. Shotgun efficacy could get interesting ...then again, GalScout shotgunners already dominate Scout PC usage. Giving them a bonus to shotguns might reinforce the meta we're trying to shakeup ...

Agreed. Will rethink CalScout. Mine was actually aimed at Gal, though it works for Cal too. Another issue I have is the other proposed switch for the Gal is 100% Cloak dependent and very questionably useful even if you do use Cloak often.

That isn't exactly fair. Minmatar scouts always had the knife bonus. I don't care so much about the hacking because frankly, I got it done without the bonus, and almost never matters.
The knife bonus is a big deal to us who've been playing it from day one and love the knifer life style. I understand that not everyone likes to knife, but this is in the roots of the suit. I'm glad us minjas fight to keep it, because otherwise it would just be a very ******* ****** scout suit.

Perhaps you could use a "placeholder" bonus for Gals, with the option of giving them a Shotgun bonus if it looks viable, or perhaps something else if its not.

I do not want to be pushed into a shotgun scout. I could say a tac-ar bonus as that is what i use 90% of the time and I am sure those that use shotgun, rr, cr, etc would as well disagree with a tac-ar bonus. I do not want to be pushed into a CqC cookie cutter scout like the min scout is with its NK bonus. I want bonuses I can use with any weapon or no weapons as my main job is not killing it is hacking, sneaking, and destroying equipment.

Make it unique by giving isk for destroyed installations or stolen shipments. Hack and buy time while shuttles come to take the crates away. Just reverse the vehicle drop off mechanics. Have System hacks that mess with clone production or weapon stores.
Selectively destructible environment: certain buildings, maybe doors for breaching, and items to take or sabotage
THAT is a raid or Warlord activity right there

No, Mollerz, not at all. With this kinda Raid, a corp like Nos Nothi would see that a corp like Fatal Absolution is over-extended in their landholdings. Their districts are producing Resource X, which we want. So we team up with another raider corp or two and coordinate "raids" against different districts simultaneously. FA only has enough actives online to defend one raid. The others they have to call in ringers for ... assuming the ringers are aren't busy fending off raiders from their own districts.
At the end of the day, PC is no longer a playground to be dominated by a hundred or so neckbeards. A corp with 50 active mercs would be hard pressed to defend 50 districts.
