I don't think a "Scout Corp" would fare very well against any experienced PC Corp.
That depends on your battlefield role. GA Scout is overall the best option; they can beat 21dB permascan with enough fitting space left to engage in combat; CA Scout is second best for the same reason. If you're not concerned about beating 21dB scans, then you're way better off running a speed-tanked MN Assault Scout. MN Scout are bad a beating scans and too squishy for combat , but they're great for speed hacking (provided no nearby hostiles or friendlies nearby to keep hostiles at bay). AM Scout has PC-worthy function. GA Scout is also the best option for rushing in uplinks start-of-match or sneaking uplinks behind enemy positions.
Combat: MN Assault Scout > GA Scout > CA Scout > MN Scout > AM Scout Utility: GA Scout > MN Scout > CA Scout > AM Scout Best Overall: GA Scout Worst Overall: AM Scout

Bring whatever you want for the first foray into battle.
The moment you get scanned, fight until you die, and then switch to a more dampened fit.
Repeat until you stop getting scanned.
This often ends at the triple damp Gal scout, which is precisely why its so popular.
That being said, I still prefer my Min Scout in PC. I use it until a 2 damp scout doesn't work anymore, in which I pull out the 2x damp gal scout.

I would suggest that maybe its a combination of that, plus a more beneficial slot layout. Unfortunately, Low Slots are where most of the action is and he who has less is less flexible.

Overall Speed and Mobility. Stamina regen combined with speed makes it VERY easy to cover lots of ground fast.
Also: HACKS. You can't deny that the base hack speed of a min scout is useful. Even without breakers, compared to other infantry, you take points DAMN fast.
The Triple Hack Min Scout is also the primary reason you don't leave a point without at least one person within 15m of it.
If you overextend, they WILL take your point from you.
