As requested here is a little bit about passive scans.
While I would love to see shared passives redacted as a way to make balance more dynamic it is unfortunately not technically feasible. And just to provide context when "rework" is mentioned in the linked post it means (AFAIK) "months of patch level Dev time focused on only this" so it is really a truly not a viable option unfortunately.

Okay, so I just hopped back on after not playing for a month or two. I'm actually mad. This is the first time I've been actively mad at this game.
The cloak is KIA. Using it in anything resembling a combat scenario is a direct detriment to your ability to do well. I study game design as a hobby and this change reeks of inelegant design. It just ... feels like **** to use. I tried throwing AV nades with the cloak equipped and died before I could even get the second one off because the ******* animations move like molasses.
And as a further kick to the balls, the same treatment seems to have been applied to remote explosives. I don't know if this was intentional (I'm betting it wasn't), but cloak and RE were my favorite equipment. I used them on nearly every fit. After I played the first match, I went through and took them off all but the least combat oriented fits. No point in using them if they're just going to get me killed.
I've stuck with the minmatar scout through a lot of crap, but this is the first time I've considered using another suit. I'm paper thin and playing without the cloak makes me feel naked. Knifing is much closer to pre-1.8 levels of frustration, albeit not quite as bad given the NK buffs.
I know I know, I should HTFU. But I've never played this game to be competitive, I play it for fun. These changes have killed a lot of the fun for me. I could use a different playstyle and be effective, but that's not what I'm here for.

To be honest I like that the cloak is becoming less and less effective during actual combat.
From my point of view it should be a device to increase a scouts chance to cross open terrain, not a tool to easily overcome the shortcomings of shotguns, knives, and REs. (That's what speed should be for.)
That said, if they further lower its usefulness during combat I think it would be nice to also reduce its fitting requirements.

They did a heck of a turning cloak into tool-best-used-for-travel; once they fix fire-from-cloak, I don't think we'd be out-of-line asking for a significant shimmer reduction. Whether dark or light, spotting cloaked scouts from any hillside elevation is cake. If you've yet to observe cloak from 250+ meters, grab a sniper rifle and try it. |

They've definitely turned cloak into a tool-best-used-for-travel; clunky implementation or not, I'm OK with the fact that it is not longer being used to execute frontal assaults. Once fire-from-cloak is squared away, I don't think we'd be out-of-line asking for a significant shimmer reduction. Whether dark or light, spotting cloaked scouts from any hillside elevation is cake. Anyhow, I'm of the opinion that we should wait for a performance slump before requesting anything; our suits aren't bad yet, and they're still outselling Assaults. The only other game that I've played for a reasonable amount of time and that also has a cloak is Team Fortress 2. In that the Spy uses a cloak to get behind enemy lines and stab them in the back or destroy their sentry nests and teleporters. His primary weapon is a knife which kills everyone in one hit if he stabs them in the back. Thing is he only has an average movement speed, his health is super low, and his pistol is rather weak. And even in that game decloaking takes one or two seconds and you have a rather loud decloaking sound.
Then there is the Scout who uses mobility to dodge enemy fire and cover enough ground to shoot people with a shotgun.
In Dust it seems you have a class that is both. It is super fast, it has a cloak, it can overcome the downsides of most instakill weapons rather easily, and can see most enemies through walls while himself stay off of it. And I can assure you in TF2 both the Scout and Spy die MUCH quicker than they do in Dust.
So, what is the role of the cloak?
Personally, I think it should be a tool to get behind enemy lines, destroy equipment, hack stuff. Not a device that can be used to decloak mid-air and shoot people in the face with a shotgun like it used to be.
That being said, I'd really like to see a cloak device variant which has no shimmer while moving, has a longer duration, but has a decloaking delay of ~5 seconds.

If Shield Extenders were ever to impact Scan Profile, then Cloak's Active Damp should be tweaked offset the effect for properly dampened Scouts. |

So I'm applying to Erasmus+ It's a study abroad programme for the European Union and I intend to do it the second semester of my next year. It's slightly terrifying, but in a good way. Here's hoping I get accepted. I can't actually apply for a few months, but still.

I also got on last night, because nothing was on TV, and I was jonesing for an old timey Dust experience.
I set my expectations low, ditched the cloak entirely, kept the 2 Complex Damps on my Quaffe, and actually had some fun moments.
I kept having to fight my muscle memory that wanted to cloak up when I was out in the open, and I did die a lot more what with always being more visible and whatnot, but I did have some enjoyable moments. When team balance wasn't an issue that is.
First match, I literally played against some of the most stupid players ever. I was just suiciding my way through the map (one of the newer ones, 3 point map with A as a bunker. That was all they had at one point, and I found a heavy/logi combo and just started letting my knives fly. Surprised the heavy enough that I killed him before he could react. Logi didn't have enough room to back pedal/circle strafe to get away, so after some ugly fighting, I finally killed him. Another heavy came in, and he may have finally killed me. Eventually I took the point.
Mostly the enemy team was really bad and I got lots of easy kills.
In one of the next games, I had one of the most amazing lucky head shots with the Breach ScP. I am still not very good with it, but we were around one of the outlying objectives with the circular socket and CRU. I think the point was ours, with a red or two attacking. I was shooting at him, and randomly swung my sights across the screen and managed to pull the trigger right when it was across his head. Not only was I surprised, but it didn't really help me any trying to figure out how to get headshots with that thing. When I am actively trying for them, I seem to only get body shots. Something hasn't quite clicked yet.
Then I got into the normal horrible match making with 2 squads on the enemy team, a couple times. The second being on Ashland with us having the E home point. That is a horrible place for being redlined. Couldn't do squat. Got enraged, and remembered why I harbor some hate for Dust.
As a whole, I am finding even wearing a Quaffe suit and running just a little over 30K Isk and not breaking even. I am regularly dying several more times as a result of not being cloaked, but I no longer find the cloak worth the anger and frustration.
I actually had fun moments knifing and playing not using the cloak, and if they could get the balance back to something manageable and increase ISK payouts for losing non - AFKers then maybe I could play more regular.
