There's still plenty of room for bad design decisions.

Rattati has a solid track record, but he also has a new team of advisers, a couple of which have famously bad judgment, and -- as The D1CK pointed out -- only one or two of which still bother to play the game. If Rattati's too busy for the Forums these days, there's a good chance that these advisers are his primary source of player feedback.

Rattati's exercised sound judgment to date, but his modus operandi has changed, and he's very likely more reliant upon CPM than before. The quality of any decision is directly related to the quality of that decision's inputs. Bad inputs beget bad decisions. Rattati's as sharp as they come, but he is not immune to bad inputs. My friend came over yesterday, haven't seen him in a while. He's very into all sorts of gaming and as soon as he noticed dust launched on my ps3 he asked:

F : "What's that? looks nice for last-gen" (he saw merc quarters)
Me: "You think so? well maybe... although it runs like a slideshow.."
F: "C'mon , play a match, show me how does it look like"
M: "ern... allright.." (pressing square, waiting to find match)

Start up the match with a uplink scout, run around for few minutes, killed 2 guys that were running away from my team.
The match quickly goes into enemy redline, I'm running around most of the game trying to find ANYTHING to do..

F: "well that looks boring as ****... can you at least ride in a tank or whatever?"
M: " yeah, sure, I can call in my vehicles" /// calling in a cheapo DS, RDV comes in, crashes it into the building

You can get tons of aluminum from The Institute. Just grab all their gizmos, and thingamajigs. They all weigh .5, though, so keep that in mind. Also, you can get a ton of aluminum from Sanctuary by grabbing the TV Trays.

As for the oil, I just grab the handy fuels (check Graywinter, your house), any lighter, and there should be a few cans of oil in various other locations.

Do you have the perk that allows you to scrap extra items?

I have not found the Institute yet, but I will start grabbing TV trays. Usually also grab anything oil related, but I just use so much of it in creating turrets.

The delays/hesitation could be related to Valkyrie's upcoming release.

Different profit centers, sure, but Valkyrie's a big publicity bump for CCP. Frontlining w/ Oculus Rift's release, and all. No telling what the "controversial" 1.3 has in store, but I can see them not wanting us rabble rousing too loudly within earshot of critics at the same time that a new product is being launched.

This makes me wonder how a palm reading would go.
