Would the Type C cloak not be simply superior to both types A and B in all situations if these statements held true? Depends on who you ask, I'd imagine. Some will tell you that shimmer is so obvious that cloaking does more harm than good. Others will tell you that cloak bestows upon its user complete invisibility. A Type C Cloak wouldn't cloak the user at all; it would instead serve as an "Active Dampener", reducing the user's scan profile for a finite duration (and doing nothing else).
I personally think there's benefit to the cloak field effect, though it is highly situational and (in most settings) easily spotted if you're looking for it. I can definitely see uses for Type C (dark maps, for instance) but I can also see myself using still using A and possibly B (depending upon its stats).

I like the thinking here. One thing I'd suggest is that perhaps a way to make this more inline with proto gear (supposedly) being much more expensive for an incremental increase is to make ADV = STD + 30%. I haven't looked closely at PRO module pricing but pricing may need to be revisited to ensure that when you jump from ADV -> PRO you pay more proportionally than would be warranted for a 20% increase in module benefit. I've hated the cloak since introduction but I've adapted and now use the cloak on all my scout fits. Sure there are many times where it doesn't get activated much but I find it very useful in a variety of situations none the less. I'd say at this point I value the cloak.

@ Cloak
I would rather see Type C Medium Length/Profile. What I am most concerned about with regards to C is the possibility for use on other suits. The cost would have to be large enough. Plus I would have some concern that it could lead to adding to the HP issues, as if were too dampening, Scouts would just use HP modules instead of Damps. It just seems like it would be an extra factor to have to balance around. Unless we have just given up on the whole EWAR thing and are just settling, which I can at least understand.

No, I only have one Divergent book, it is Four, and it is not even on a shelf, it is on the ground. The logo is cool, but the context of those "books" are putrid. I need the Hunger Game books, I have read them online, but I like having a hard copy of things, like I have a crap ton of CDs still, even though I still download my music on my phone. I am still trying to get my hands on a certain book...whose name has escaped me...which is going to drive me insane all day.
Got me a chair in my room, where I sit and read, though I haven't done so in a while. I really need to pick that back up, usually just the Bible nowadays though. This has given me time to reevaluate myself, calm down, become less destructive, react smoother, and be less aggressive.
