If a role is under-used, couldn't it just be that nobody has bothered to skill into it? It could be as good as other roles, but if you've already got something useful, why would you skill into another?
Thinking previous FotM components and the like.
Now I re-read your post...yeah so lacking a useful role might make sense, but that doesn't require a buff, it requires a lower-level role rework.

Epic Scout Battle : 2015.08.09 18:00. <--- I believe that was our scout fight against DMG, and pretty sure not just me but Haerr was also using AM logi for some of the battle.

You haven't played PC in quite a while.
Link changes make running the Amarr un-necessary, since their links are only a little bit better at most. Better to just carry LP Viziams and run a suit that has a better bonus, like the Gal or Min.
