It makes the Breach viable, for sure. Tell everyone so it might actually get fixed. That being said, I would love it if the Breach shotgun dealt that much damage and only had 2 shots. Would make it good for quickly mopping up two heavies if you have a good sidearm. It works for flaylocks as well, possibly mass drivers. Just experiment a bit. I always thought that if Proto squaded teams were at a numbers disadvantage it would possibly balance teams. I really don't care how they do it as long as games are fun.
