Pseudogenesis' own scout is an excellent example. just with the ARN-18 active and no dampeners you avoid his passive scans.

IMO, i'd use whatever PG you have left and add a sidearm damage modifier. But at the very least upgrade it to a Complex Precision Enhancers

So, I remember back in spring of 06, when Elder Scrolls IV: Oblivon was released and for 2006 game it was just this amazing piece of work. I was shocked by the sheer size of it and the capacity to go where ever you wanted on the map.
But the more I play Skyrim the more underwhelmed I am. They apparently made Skyrim to scale of the game's map of the continent http://i.imgur.com/B7rBN.jpg Which I just saw that for the first time. Wow, no wonder it seemed underwhelming. Despite 5 years between the two, Skyrim is actually the same size as my home-town. and not trying to push the limits of the the operating system and technology to make the game bigger.
Now that I have realized these scales I have come to view my in-game criticisms of the size of each village poorly. These weren't towns I was visiting, they were neighborhoods. Small collections of people where property lines intersected. It all makes sense now.
TL;DR Skyrim is a tiny game, even with dungeons and the dwermer underground

One eye. Only 5 mod slots on a pro scout. Not going to get much tank out of that, especially comparing that to assaults. The current cloak fitting bonus is 95% at racial V iirc.

Oh skyrim... so much grey. a pos on ps3. game world is not as big as I thought it would be. not enough voice actors. magic = underwhelming sparkly sparkle poop. Dragons and their love of doing the harley shake. texture just not there. Factions quest line's too short. main quest doable in a very short span of time. even at master was ehhhhh. sneak is still op. The women and men need sexier underwear damn it. needed more custom weapons or just more stuff in general. The shrine quests where ok kinda maybe.
overall still love it and played the **** out of it but everyone dropped the ball for elder scrolls online.

The cloak effect is really noticeable. Me and shotty were popping cloakers with little trouble. ( dat heavy though) unless its a grey background the shimmer sticks out on the browns which are the most common colour.
If the cloak made you completely invisible but you had say a 3 second cool down were you cant shoot or drop equipment after decloaking, I would be so very happy. A tactical piece of equipment where you have to plan your use rather just jumping around at people thinking your a invisible master of death. Your not your just a pos glossin over how bad the shotgun is by mixing it with a broken mechanic.

@Iggy, see, it doesn't matter if you have an active dampener that makes you translucent. You are not making the cloak field better, but forcing us to use it. Since the Scout Suit existed, even before that when it was called the Recon suit, all the way up to and including right now I don't need a cloak to be a Scout. Your suggestions is forcing a pile of crap down our throats just to make it useful.
Do you understand that? You aren't changing how it works. You're just saying "you can't be a scout without a cloak."
So back to my first response, the Air Breathing Mermaid problem. A Pen & Paper RPG called Changeling: The Dreaming was released. Throughout the series (it lasted for 10 years) you had the option to play as a mermaid. All throughout this the game made references to mermaids on land. Then, out of the blue, years after initial release, one supplemental book came out and all of a sudden you needed to take a Merit for you to be able to breath on land.
That's what you're doing here. For years we have been Scouts. But now, all of a sudden, the Cloak and the Scout are no longer separate things because they can only be used in tandem or neither of them work.
That's just stupid. It's by far worse than any of Quil's, Gav, or anyone elses bad ideas that have shown up here.
@Spade you give me full invisibility and take away the Chevron and HP bar from people's heads, and give me a duration of 45 seconds+ and you can do whatever the hell you want with it. As far as I am concerned it has been an active dampener since its release. If you make the cloak's visual effect worthwhile you can mess with the dampening effects all you like. Having them give you a set value, removing it entirely, having the set value scale with meta level, that's all fine.
I want EVE's Cloak, not this bastardization of every other game rolled up into a pile of crap.

Appia my goal wasn't to improve the visual effects of cloak but to utilize it as the wave of opportunity it needs to balance scouts.
Completely remove the visual cloak, instead think of it as an active equipment you need to have on in order for your skill bonus to work. Then think about my proposal. Stop thinking the cloak is there just to provide visual camo, It's much more than that. The visual cloak is just a "bonus feature"
I would wear cloak if it dropped by profile to 15. Who gives a **** that it makes me blue.
