I don't know how the community for the PS4 is, but on PC you could PvP in any area since the game is still new. Unless you mean having an actual chance of winning. When you use the Red Orb, you have a higher chance of invading people with phantoms on them, then solo players, so you'll always have odds stacked against you.
I'd you know how to play your cards right, then you'll be fine. I mostly to up against a melee host with magic phantoms, which screws me over, but there have been times where I've won 3v1. Not many, though.
Remember that it goes by soul level + weapon level to match up players, not soul memory like in 2.

Screw the cracked ones. I only got 5 from the one NPC at Firelink. You use those to invade some dude and won to get a tongue, or you get one over at Undead Settlement. Once you do that, talk to the same guy and he'll give you a key to some lift at the High Wall of Lothric. Use that to face off against some NPC to get the uncracked red orb, which you can use infinitely.
Also, rolling into people is not a bad idea. You do poise damage now by doing so (staggers), and with the armor of thorns, you can actually do damage. Hurry up and get it before it gets nerfed!

I'd expected something similar, some dilution of SP from here to there, but since they said you gotta play the skill to earn the skill...I'm thinking there is no SP to spend as such.

So in order to upgrade a shotgun, you will have to use shotguns.
I personally prefer that kind of system, particularly with Dust. I miss the times when being a Scout, Logi etc, or even an Omni Soldier really meant something.

The part where they're confused about rockets and Gl's not killing is a feature, not a bug.
Rockets and GL's have a MINIMUM arming distance, to prevent accidents. If they collide with an object before the minimum arm distance is reached, they stay duds.
Those guys are also pretty horrible, in multiple ways. How can you get enjoyment from watching that? They literally just walked around, did nothing, spewed rasicst stuff and then teamkilled in spawn.
