I agree with Ghost for the most part.
The delay itself, or the idea of it, is great. The execution, not so much. Allow me an example.
I am running, towards the enemy home objective, which happens to have a CRU, to either give my team an extra spawn option, or to attack the point. There is a merc by the supply depot, and he sees me, despite the fact I am cloaked, and starts to fire. At this point I have no option but to engage, or die. I switch to my knives, and sprint towards the side of the shooting merc hoping to avoid enough fire to make some sort of stand. By sprinting immediately after I switched weapons, I now decloaked, making myself completely visible to that merc, and any of his friends that happen to be in the area. Instead of having my knives out, I find that I can only melee with the cloak equipped in my hands, and having to switch to knives AGAIN, go through the delay AGAIN (despite no longer being cloaked), and possibly going through the glitch AGAIN.
All this because I was never effectively cloaked to begin with.
If the cloak is to be effective, there is zero reason I should be spotted so easily. Especially at a distance.
My top two gripes, is that cloaking should not only be affected by speed, but also by distance. And that weapon delay should not take effect if the cloak is merely equipped but inactive. Everything else I can live with, I think.

My merc was born 897 days ago in March of 2013 and has since accumulated ~94 Million SP. Currently have precisely Zero SP in Vehicle Command, Vehicle Upgrades, Turret Operations or Corporations; every point is in Infantry. Here's the fun part: I'm no where near done.
Only Have
* 3 out of 8 non-basic Heavy Frames
* 3 out of 8 non-basic Medium Frames
* 3 out of 4 non-basic Scout Frames
* 2 out of 7 Sidearms (all else is zero)
* 7 out of 10 Light Weapons maxed (and only at optimization 3)

Knifing really sucks right now, but I still love my MinScout and I try to run it often. Respec'd out of AM Scout about 7-8 months back. You get close enough to the same results (and a better suit) with a 2x precision GalScout and arguably better results with a 3x precision CalScout thanks to the benefit of added range. But when I'm really in the mood for recon and ruining days, I whip out my God-eye GalLogi. Nothing touches it.

Pretty sure that was a GalScout last time we ran together. And a really lucky round for us, as I recall. That was before the big EWAR overhaul, back when stabbing one guy didn't necessarily alert all nearby squadmates.
