Sorry, Ares! Missed your question. I think it unlikely that he'd simultaneously roll out changes to strafe speed and changes to movement speed. Too difficult to track the distinct effects of each if deployed together. I spitball that he'll hold off on Assault/Logi/Commando speed changes (speed/hp curve) until after we see how the strafe speed reductions affect the game.
However ...
If the strafe reduction is an independent hotfix -- which is certainly possible -- then maybe we'll see some speed/hp changes come in later with the update. Or vica versa. I believe he did mention that these would be deployed via hotfix.

I imagine the standard skins that are already in game to be free, with the cost of power cores to equal the going rate for suits of the given tier.
Special skins will obviously cost Aur or LP/ISK like Apex.

I think it will hurt scouts. It won't kill us, because we have survived worse, but i imagine people will start giving up being a scout now that they can't really strafe.
It will hurt the MinAss the most.
Hopefully reducing the strafe speed will be coupled with a silent buff to hit detection.

I actually think MN and Galscouts will both take a hit as opposed to a buff, although of course Galscout won't get hit as hard. Assuming everyone will get hit more often and precision weapons will become more powerful, I actually change my mind about the HMG, I think it'll become a little worse relatively since it didn't have too much trouble with strafers before. Overall it's a buff to armor tanking and bulkier suits in general. Damage amps will definitely see a little more utility I think.

There was a very brief period in mid-Uprising (thinking prior to cloak but after aim-assist) when hitting a merc from behind with a rifle pretty much guarantee a kill. Folks simply didn't have enough time to respond, be it by rotation/counterattack or by running-for-cover (wiggle wasn't yet a thing). It almost seemed like they cranked up Stunlock. Didn't last long, and I don't recall what exactly changed to "fix" it. Maybe this was when they dialed up strafe speed to 0.9x? Anyhow, positioning was everything; stacking HP really didn't make that much of a difference.
What I'm thinking is that 0.7x strafe will reintroduce an emphasis on superior positioning. It won't be as bad as above, but I'm thinking that getting hit from behind will be more difficult to recover from.

PS: I think it's awesome that our predictions aren't on the same wavelength; maybe the next meta won't be easy to predict :-) Well, I'm not really considering that. What I'm basing this off of is a straight up 1v1 scenario between assaults. Pre-nerf to strafing the person with the combination of better strafing and more accurate fire will beat the other. After the nerf since both strafing will be harder and accuracy will be easier there will be less emphasis on tracking your target and avoiding the other, and more emphasis on stand-and-deliver DPS racing. When it comes to that, armor beats shields. That's not to say that strafing is completely unimportant, or even that this is a bad change, just that we've moved away from it and towards DPS races on the shooter continuum. Chunky guys are likely to have a better time with that, which means that though ARs might see an increase in effectiveness, shotguns and nova knives might also get better as well, so maybe it's too early to say where net scout effectiveness will go. Positioning will definitely be more important than it was before though.
And yeah I like that it's kind of hard to predict what's going to happen with the game. Keep in mind I'm not hugely in tune with how this game works, this is just my own inexpert theorycrafting. I've spent too much time theorycrafting mobas recently to be of any real use here
