Absolutely it is. You should ask your CEO about it; I believe this was his intended design and expressed goal. Zat is no longer the CEO actually.... In any PC match, id rather dedicate 2 Logis to perma scan than have a forced scout in each squad. The Logis can defend themselves, and sit up at a high point and still provide scans.
However, the increased reliability/efficiency is a problem. It makes perma scans too easy to maintain.
Id be fine with perma scan if there was an entire 6 man squad dedicated to it, but as it stands, you only need 1-2 people to ensure that your team can see directionals through walls on 80% of objectives.

That combined with limiting scanners to 1-2 per suit would make scanning more of a balanced optional advantage vs. a must have.
Also, vehicle scanner have remained off radar (haha), but I feel are too strong for what they are.
28 dB in a 360 at 100% uptime is ridiculous. You can make a cheap MLT tank with active scanners in the highs and perma scan an entire team.
They should be tiered, but they need to be worse than what they are now at proto especially.

IMHO, ping a heavy with a focused scanner and he should be on scan for days. Ping a scout who is -just- above the profile and they shouldn't appear on there for long at all.

I dislike the idea of limiting suits unless its absolutely necessary to do so. Haerr and I were discussing this issue earlier. I'm thinking that tweaks to team-sharing might be a better solution.

This would add a non-binary system to active scans to complement passives.
Something like each AS would have a multiplier for duration instead of a number, and each dB difference is 1 second*multiplier for duration.
Multipliers would range from .5-1.5 IMO.
Ex. 30 dB damped Assault gets scanned by a 28 dB scan with a multiplier of 1.5. He is scanned for 3 seconds. If it was a .75 multiplier, it would be for 1.5 seconds.
Ex. 2: a 48 dB heavy is scanned by a 36 dB scanner with a 1.0 multiplier. He is scanned for 12 seconds.
This would really incentivize damps instead of plates in the lows.

I'm not, I'm just showing that having a high W/L is more likely due to the fact that a player KNOWS how to win a match. They know what must be done and takes it upon themselves.
In that match, I had to solo hold 2 objectives and contest the third the entire game by myself while a few blues held the outside.
And I freaking did it. Good players have High W/L ratios because they run in squads and do what must be done.
If he wants to run a proto suit, let him. Those things are almost impossible to run for profit in pubs without supplementary income from PC. If he can afford to run it, why shouldn't he?
I run Proto Min Assaults and Proto Min Scouts.

Range nerf wont do it. Its imperative for any good squad or PC team to have a Gal logi for perma scan because of the HUGE advantage it gives you, not to mention the combat viability it has. The last time there was a suit like that (Cal Scout), it was nerfed into the ground. The perma scan meta has to go. Its silly. I don't have problems with scanners. I accept I should not be hidden from everything with no risk. my only problem with active scanners. flux having the widest angle and 200m (should not be more than 150m). I think the longer the scan range the more narrow the angle should be. proximity should have the widest angle with its 60m range. focused should be 50m with narrow angle The db does not bother me as a scout it is the range at which they can scan that bothers me.

Seriously, all of us are biased to some degree. Some a lot more than others.
I would agree that Gav is a lot more biased than others, based on his posts in the past and having known him. At the same time, you've also put a lot of effort into trying to erase that.
Arkena is biased, but he tries VERY hard to work over it. Same as I do when trying not to sound elitist, while at the same time offering constructive criticism and advice.
So why don't we stop trying to yell at each other about who is worse, and instead try and use logical arguments instead.
