EDIT: Regarding your edit, supply depots aren't really such a concern. You can permarun scanners without a supply depot if you fit several of them (although honestly if you're fitting four proto EQ on a specialised logi I'm slightly less pissed about you have strong scans) and if you -are- using a supply depot for the scanning, it tethers you to it. That's not really such a concern if you're using 200m scanners but it does reduce your tactical usefulness in other ways.
Still, they probably shouldn't restore capacitor. Although I wonder if fixing this would affect restocking nanohives and suchlike...

The original fix (snapshot?) set scan cycle at 0.3 seconds (if I recall correctly). Any ideas why they didn't drop it 0.1?

0.1 won't fix it either.
It needs to be a snapshot mechanic rather than a duration mechanic. I have successfully set up a macro on my mouse to do four spins even in the 0.3 second time period. 0.1 would make it less reliable under lag but it also opens up that issue with normal usage and still doesn't fix the problem.
Unfortunately we don't seem to have the coding resources for this.
Also, I'm pretty certain that this practise is very widespread. I know a number of people who use this technique and I also know for certain that some pubstomp squads I've been in refuse to run without using it.

Irrelevant.
The angle is only an animation displayed on the minimap. As someone who tried desperately to love the proxy scanner, I can assure you that it scanned people outside the displayed moving angle numerous times.
People don't use the proxy scanner because it's awful compared to the other scanners available.

I think the longer the scan range the more narrow the angle should be. proximity should have the widest angle with its 60m range. focused should be 50m with narrow angle The db does not bother me as a scout it is the range at which they can scan that bothers me. If only I remembered High School geometry, someone could figure out total scan area in square meters. That might be a good way to make some comparisons. Sorry, I only made it to intro algebra 2 and only passed due to smart girl sitting beside me.

Who knows if that would work?
One thing worth noting though - scanners are actually quite glitchy. You can sort of override this by 360 doomscanning everything but they function iffily at times if you don't spin them. Sometimes even if you do spin them, but I'm a lot less inclined for sympathy then.
Any solution ought to be tested so we end up with a robust function that works as intended. Then we can have a discussion about scanners that isn't mostly invalidated by bugs or broken mechanics.

On the topic of calculating scan areas, jesus, it isn't rocket science. My hamster could probably do it, and he's dead.
All you need to know is this:
A=-Çr^2
r is your radius of your circle which is your scan range. Then, you multiply the result by angle/360.
So, in the case of the creo flux, A = 90/360*-Ç*200^2
Off the top of my head that's probably about 31500 m2, but use a calculator and don't be lazy like me.
It's a pretty pointless stat though as I doubt anyone is really equating that into actual in game scenarios.

Nah, not really.
KB/M needs serious work in general TBH. Hasn't really been viable since... Chromosome? I used to use it with the SCR pre-1.8 but it became ineffective after that. It was probably ineffective before, it was just pointing the old triple damage modded Imperial on an assault Ak.0 with prof 5 tended to do fairly bad things to just about everything in a good few arc seconds.
