I would be back to what my gal scout was in 1.8 I would not mind this other than it being a nerf to my gal precision and I am sure the amarr scouts consider it a nerf as well to precision.

[Unrelated] After playing with my team, I am certain the Minmatar Scout needs something taken. Fast, Deadly, and unbelievebly hard to hit. (To the point where Nova Knives seem to phase through them if they take a single step.)
Also, fought a frontline, and it survived both swipes from a fully charged IshoNKs to shoot me down. I must question the power of the AF. (Amarr Frontline.)

I pull out my cal scout very rarely because ScR and AR are what I see in the killfeed the most. That is why I have both gal / cal scout. If CR and RR are dominant in a match I use my cal scout. That 30m 26/21db precision with armor HP I like better than 45/55m 36db precision with shield HP. Not using alpha dmg weapon you need to be able to tank a few shots. I do prefer the cal as a shotgunner scout though because as you said the cloak blind is not such a problem I just really hate shotgun or nk's.

I can notice a difference in cloak blind from cal scout to gal scout. But also I have the difference from running 24db precision and 51m range on the cal scout compared to the 21db precision 30m range gal.
