Known issue, there are a few ways out, but it's being fixed anyway. Problem is that each spawn area is acting as a fixed location when you should be randomised around the area instead, and they're working on making it actually randomise properly....

Given that we're heavily armoured with (mostly) the same materials covering our entire body from head to toe, there's no rational explanation for a different sound on a headshot. Adding a headshot indicator on the kill feed would be nice though.
