This would be a programming nightmare. A gameplay nightmare as well if you have multiple spamming and stacking debuffs. Nah... I like the intention behind the idea but I don't find this very sound.

No. I like the idea that a fight for the high ground using dropships can help decide the outcome of battles. An orbital can clear rooftops now. If you give ground access to rooftops, there is absolutely NO point using a sniper rifle nor forge gun...
