I consider sneaky to be skillfill. However at the moment scouts are super fast and super invisible so not skillful. If it was harder to be invisible then yes I'd say a NK kill is skillfull. Im not a scout though so what do I know.

As a MiniHeavy myself I have to admit I dont think we need an HP buff. We are a tad squishie sure. But that is more due to slot layouts and the viability of shield tanking than anything. Instead of HP - i'd say we're better off with a small PG/CPU...
