The real problem with the forge isn't that splash was removed. The issue is that the old change to it's charge time dramatically screwed up it's shot cadence. Leave the splash as it is and just give the forge back it's old charge times.

I think giving the commando suits the same slot layout as the heavy basic frame would work well (maybe minus the nades). Maybe give commando's a fitting bonus to light weapons?
