Pulse Lasers are MEDIUM range in Eve, not short range. There's about a 4 to 1 difference in range between pulse and plasma ranges.

I mentioned this in another thread, but when last I checked, Pulse Lasers had better range than Blasters by about a 4:1 ratio. So, not even in the same class. I think a range increasing skill would bother people more than a heat build-up reducing...
