As a MiniHeavy myself I have to admit I dont think we need an HP buff. We are a tad squishie sure. But that is more due to slot layouts and the viability of shield tanking than anything. Instead of HP - i'd say we're better off with a small PG/CPU...

The only one of these I think is reasonable is flux deactivation. I would extend that to any weapon but that's just me. If we see them we should be able to deactivate them. Flux deactivation is 100% fair and not a debuff in anyway.
