Another option is if you leave battle x times per 24 hours (downtime to downtime) then your passive ISK shuts off for 24 hours. Or you could have it where 1st offense is free, 2nd is 15% reduction to passive SP, 3rd is 30%, 4th is 60%, 5th is 100%.
